If you have minor children, then also submit their birth documentation.If you want to use the family's surname, then also the marital status documentation that confirm it. Marital status documentation that was issued in foreign country must be either legalized or confirmed with an apostil in a corresponding agency in the country that issued it and a notarised translation into Estonian must be added. 1. Submit the name change application to our official personally. According to the Names Act the reasons for application for new surname at request of person (§17) reasons for application for new given name at request of person (§19) have been identified. Estonian citizens and persons having a permanent residence in Estonia and who are not citizens of some other country can apply for the name change. Citizens of other countries will have to contact the representation (embassy) of their state for the name change.

The Ministry of Internal Affairs decides whether to assign a new name. The response arrives to the Vital Statistics Department as an extract of a directive of the Minister of Regional Affairs. You will receive the directive extract for signature.
