Energy-performance label is a document with an aim to provide information, how much the building consumes energy, compared to the average energy consumption of similar buildings. The energy-performance label describes the actual and forecasted annual energy consumption of the building or its separately used part. Also, a list of economically justified measures reducing the building's energy consumption is added to the energy-performance label.
Since January 1st 2009 the energy-performance label is compulsory for new buildings, public buildings with over 1000m² of useful area and in case of sales and renting of an existing building/part of a building, if the buyer or tenant requires it.
The energy-performance label is not applied only:
•1) for buildings that according to the Heritage Conservation Act have been verified as monuments and if the nature or the exterior would change considerably due to the satisfaction of minimum requirements of energy efficiency.
•2) for buildings of worship and custom;
•3) for buildings with a service life of up to 2 years;
•4) for industrial buildings, workshops and agricultural buildings without living quarters and lower energy consumption;
·5) for buildings that are used for dwelling for less than 4 months a year;
•6) for buildings with useful premises of up to 50m².

There are two types of energy-performance labels that are based either on energy calculations or measured, calculated energy use data. Buildings that are being planned or significantly reconstructed can have only the energy-performance label that is based on energy calculation. Existing buildings will usually receive the energy-performance label based on calculated or estimated energy use data (hereafter energy-performance label for an existing building).
Term of validity of the energy-performance label issued for an existing building is 10 years, since the issuance. But the term does not prevent the possibility to order a new energy-performance label before the term ends - the energy-performance label can be ordered after every major renovation if one of the aims of the works was to increase energy conservation.
According to section 41, subsection 1¹ and section 47 of the Building Act, the issuer of the energy-performance label can be a person who is an entrepreneur as defined in the Commercial Code and has been registered in the register of economic activities and has a legal relationship with a responsible specialist having an appropriate qualification or the self-employed entrepreneur has to be qualified to act as a responsible specialist.
The building's energy-performance label data of is transferred to the buildings register. In case of an existing building the issuer of the energy-performance label performs this activity.
The part of data of energy-performance labels that is transferred to the buildings register is the data of the energy-performance label issuer, the date when the energy-performance label was issued, the energy use rating that was considered and data on the source that was used for calculating the heated area. The energy-performance label data in the buildings register is public.
An energy-performance label issued to an apartment association includes:
•· title page with an energy efficiency rating;
•· list of energy saving measures and recommendations for energy saving; initial data necessary for the calculation of energy usage; energy usage calculation. (Close)
