If you’re citizen of a foreign state and you need a personal identification code to transfer your data to the databases of another country (e.g. to get medical insurance) then study the form Application for obtaining the personal identification code. 2. If your child was born in a foreign state you will get the personal identification code with the foreign state’s birth certificate that has to be legal and translated into Estonian with the notarial authentication, confirming the truthfulness of the translation. 3. Come to the Vital Statistics Department at Pärnu mnt 67, Tallinn.
