Public assembly notification registration

Reception of a notice from an Estonian citizen or a foreigner staying in Estonia with a permanent right of residence or with a long-term residence permit for a resident and registration of the notice, of a public assembly that requires traffic reorganization, the erection of a tent, stage, stand or some other large construction or the use of sound or light equipment. Public assembly is an organised meeting, demonstration, protest, religious action, parade or other demonstration, held in a square, park, road, street or in other public space.

Personal identification
Sign the form digitally. The guide is available here.
 
What to do with the form
Send the digitally signed public assembly notice at least four workdays, but not more than three months before the public assembly, to the City Office at avalikudyritused [ät] tallinnlv.ee.
 
Application reception confirmation
You will receive a notice to your e-mail address that confirms the acceptance of the application.
 
Result
The public assembly notice is registered immediately and a corresponding notice is sent to your contact address. Information about registered public assemblies appears automatically on Tallinn's webpage.
 
What to do when the result is unsatisfactory:
The public notice assembly will not be registered if:
1. At the same time and place a previously registered public event or assem
bly will take place;
2. The public assembly notice has been filled out incorrectly and necessary additional materials are missing;
3. The person who submitted the notice is not an Estonian citizen or a foreigner with a temporary or long-term residence permit.
The following activities in case of denial:
1. Submit another, rectified public assembly notice.
2. To take the non-registration notice to the administrative court.

Where to start

  1. Study the public order rules and conditions for organising a public assembly in Tallinn
  2. Study the form for registering the public assembly notice.
  3. Come at least four workdays, but not more than three months before the public assembly, to the City Office at Vabaduse väljak 7.
