a) 40 days beforehand if due to the event the work of the public transport lines needs to be reorganized; b) 30 days beforehand, if the event takes place at Freedom Square or ends after 23.00; c) 14 days beforehand in other cases. |

1. Remove the deficiencies in the public event application according to received instructions.
2. To submit a claim to administrative court for unfair denial public event application. |

1. Study the conditions for public order rules and for organising a public assembly.
2. Fill out the permit application form and in case of a public event with high security risk ask the security company to fill out the security plan. 3. Come to (the customer service office of City Office at Vabaduse väljak 7) before the event takes place: a) 40 days beforehand if due to the event the work of the public transport lines needs to be reorganized; b) 30 days beforehand, if the event takes place at Freedom Square or ends after 23.00; c) 14 days beforehand in other cases. |
