Public event permit

Reception of applications, approval application and issuance of permits for organizing public events. Public event is an event directed towards public and it is held in a public space on the administrative territory of Tallinn or it is an event with an elevated security risk, held in a public space (except an event of based on application, defined in the permit for use of construction works), which can introduce traffic reorganization or use of sound equipment and is not covered under the Public Assemblies Act.

Where to start
  1. Study the conditions for public order rules and for organising a public assembly.
  2. Fill out the permit application form and in case of a public event with high security risk ask the security company to fill out the security plan.

What to do with the form
Send the complete permit application form to avalikudyritused [ät] tallinnlv.ee before the event takes place:
a) 40 days beforehand if due to the event the work of the public transport lines needs to be reorganized;
b) 30 days beforehand, if the event takes place at Freedom Square or ends after 23.00;
c) 14 days beforehand in other cases.
 
Application reception confirmation
You will receive a notice to yor e-mail address that confirms the acceptance submitted documents.
 
Result
After necessary approvals from city’s administrative agencies, North-Estonian Regional Rescue Centre and North Police Prefecture, the public event permit is sent to your contact address. Information about the approved event is uploaded automatically to Tallinn's homepage.
 
What to do when the result is unsatisfactory:
1. Remove the deficiencies in the public event application according to received instructions.
2. To submit a claim to administrative court for unfair denial public event application.

Give it to a customer service employee.
