Application and draft plan to the DUP for the outlines of a detailed plan

Checks the probability of application fulfilment, determines the contact zone, sends the note about permission of project draft designing with scheme of contact zone and with the list of necessary approvals for initiation of detailed plan.

If needed, evaluation of environmental impact should be initiated, which is a parallel process before the approval of detailed plan.

Contract award with architect for a draw-up of detailed project

Duration and time depends on developer

Architect must have an license in Estonia

Project designer

Gets the necessary data, draws up the project draft, gets the necessary approvals, submits the project draft to DUP

Depends on agreement, capacity and project designer.

city government. Approvals from:

Dept of Transport and Environment,

Dept of Municipal Services, National Heritage Board, City District Admin.
