who need temporary housing and assistance for arranging everyday life due to experienced physical, mental or sexual abuse or any other extraordinary circumstance. The service includes:
1. social advisory;
2. support in coping with daily obligations;
3. improvement of coping skills;
4. instructions for assisting children in their studies and spending their leisure time.
Mother is involved in the service upon the knowing of her social welfare department. The client involved in the service without knowing of social welfare department is notified of by the service provider to the social welfare department on the next workday at the latest. The client involved in the service whose residence is another administrative unit of local government than the City of Tallinn according to the Population Register is notified of by the service provider to the city or rural municipality government of the client’s residence on the next workday at the latest. The service is available round the clock. Mother and service provider conclude a contract for the receipt of the service. Mother can be involved in the service only until becoming involved in another service providing housing or restoring or incurring of independent coping skills. Mother whose residence according to the Population Register is another administrative unit of local government than the City of Tallinn and whose service is not paid from the budgetary means of the City of Tallinn can receive the service up to 30 calendar days in succession. For the mother originating from another local government unit, the service is chargeable starting from the fourth day and the invoice is submitted to the local government of her residence when she is no more involved in the service.
