Parking permit for a person living in the City Centre

Processing of applications for resident's charge concessions. Resident's parking charge concessions are applied for and issued online. A resident whose residence based on the data in the population register has been within the boundaries of the public for-fee parking area for at least two months during the period immediately preceding their application, whose residence based on the data in the population register lies within the boundaries of the public for-fee parking area at the time of their submission of an application and whose name has been recorded on the certificate of registration of the vehicle as that of its owner, authorised user or user is entitled to receive a resident's charge concession for parking a category B motor car or category AM four-wheel motor vehicle in the parking zone corresponding to their residence. A resident provided with a charge concession for parking in Zone T1 or T2 is entitled to park also in Zone T3, T4 or T11 if vacant parking spots are available. A resident's charge concession is provided for parking only one vehicle for a term of one year (12 months). A resident's charge concession becomes invalid where the resident’s address in the population register changes with the new address in the population register falling outside the boundaries of the for-fee area. If a resident's charge concession is declared or becomes invalid, the parking charge will not be refunded. Procedure for the use of a resident’s parking charge concession: - resident's charge concession provides entitlement to park a vehicle on a public road or portion thereof where parking is not prohibited within the administrative territory of the City of Tallinn; - resident's charge concession does not guarantee the availability of a vacant parking spot at the desired location; - resident's charge concession provides no entitlement to ignore traffic regulation requirements. Please be reminded that expired charge concessions issued to residents are invalid, and an inspector is entitled to impose a late fee of EUR 31 when it is used for parking. If you have a valid resident's parking charge concession and would like to modify the registration number of the car on the concession, you can do so if you are also the owner or use of the new car. A request for a change in the car number should be submitted in writing to tta@tallinnlv.ee or in the information hall of the Tallinn City Government (Vabaduse väljak 7), desk No. 4.

Personal identification

Identify yourself using the following possibilities:
- the ID-card
- Mobile-ID
- authentication service provided by Swedbank, SEB Bank or AS Eesti Krediidipank.

What to do with the form

1. The card applicant is displayed the place of residence according to the data in the Population Register and the conditions for permit application.
2. Input the registration plate of the car for which you want the parking permit.
3. Write (informally) where you want the parking place.
4. Submit the application.

Application reception confirmation




    1. The submitted application will be reviewed by the official.






    1. The official will send the response either by SMS or e-mail. The application will be approved or denied.






    1. 3. Payment deadline for the citizen’s annual card is 10 days, after the application has been approved by the Tallinn Transport Department.






    1. If the payment is not done by deadline, the application will become invalid.



Payment

1. When the application is approved log in once more at http://www.parkimine.ee/ and pay for the parking permit.
2. To pay for the
parking permit click on the Internet bank or payment order button that you need that are available on the "Minu parkimisload" (My parking permits) page.
3. Pay for the citizen's annual card that you applied for.
4. The parking rights becomes valid immediately after paying through the bank link.
5. Note! After the bank link payment be sure to click to the button "Tagasi kaupmehe juurde” (Back to the trader). You will receive final confirmation for your parking right activation.
6. Note! When paying by transfer, the parking right becomes valid the next workday following the payment and you will receive notification by e-mail or SMS.
7.The user can pay for the permits that have not yet been paid for.

Result

1. The citizen can view his/her parking permits on the page http://www.parkimine.ee/.
2. The user sees all the permits and detailed information about them.

What to do when the result is unsatisfactory:

Call to 640 4456

Submit an (informal) application to the Tallinn Transport Department to receive the electronic citizen's annual card.

Personal identification

What to do with the form

1. Include in the application:
- the applicant’s fore- and surname;
- the applicant’s personal identification code;
- to receive the SMS-notice, also the applicant's mobile number;
- the car’s registration plate for which the annual citizen’s card is applied for;
- the parking region where the parking place is applied for.
2. Send the digitally signed application to tta@tallinnlv.ee

Application reception confirmation

The application will be reviewed by an official. The official will send the response by SMS or e-mail. The application will be approved or denied.

Result
