The aim of the personal assistant service is to improve the independent daily coping of an adult person with profound and severe disability living at home and using mobility or visual aids, by enabling him/her maintain his/her social activity, participate in studies, hobby groups and other activities outside of home.

1.1. A personal assistant for an adult person with physical disability helps: with getting around by pushing a wheelchair or another mobility aid; with writing, reading and communicating; with eating, dressing, hygiene procedures and other actions. Social activity entails working and studying, participation in hobby activities, participation in organizations.

1.2. A personal assistant for an adult person with visual disability helps: with getting around while moving outside home on the street, in public transport, agencies and elsewhere; with writing, reading and communicating; with eating, dressing, hygiene procedures and by other actions. Social activity entails working and studying, participation in hobby activities, participation in organizations.

Where to start

Please contact your local city district. The city district shall assess the need for the personal assistance service and, where appropriate, prepare a letter of referral to the service. The letter of referral is valid until the expiry date for establishing the degree of disability of the person (see the decision of the Estonian National Social Insurance Board).
