Personal identification code formation

A child of an Estonian citizen born abroad shall be given a personal identification code under the birth certificate of a foreign country, which must be legal and translated into Estonian with a notary authority’s confirmation about the translation’s correctness. Translation is not required if the birth certificate has been issued in Russian or English.

A foreign citizen who requires a personal identification code in order to have his details entered into other databases of Estonia, shall receive his/her personal identification code from the population authority of Harju County Government, Roosikrantsi 12b, 611 8761 või 611 8765

Where to start

  1. Child’s birth certificate

    In order to enter the details into the population register of Estonia you need to submit birth records which include details of the parents and custody (for example, statements from the population register of Finland, Sweden).

    A foreign document must be legalised or confirmed with an apostille, unless the international agreement states otherwise.

    A document in a foreign language must be translated into Estonian, Russian or English, except when the document is in Russian or English. If the documents have been translated, the evidence shall be submitted with a translation confirmed by a notary authority, consular officer or sworn translator.
