Paid parking areas

The first 15 minutes of parking is free of charge, if the driver is using a parking clock or written notice fixing the starting time – placed visibly on the windscreen of the vehicle. The parking clock or written note with the arrival time must be displayed behind the windscreen and must be easily visible.

The first 15 minutes are free only in the public paid-parking areas of Tallinn (NB! DOES NOT APPLY FOR OFF-STREET CAR PARKS!)
The 15 minutes of free parking only apply in these car parks where it has been indicated at the entrance to the car park.

Code of conduct for application for parking card for people with reduced mobility

 

Format for and conditions of issue of parking card for vehicle servicing person with reduced mobility or blind person

§ 1. General provision

This Regulation establishes the format for and the conditions of issue of a parking card for a vehicle servicing a person with reduced mobility or a blind person (hereinafter parking card).

§ 2. Issue of parking card

(1) A parking card shall be issued on the basis of an application to a person with:

1) an abnormality in the mobile or visual function corresponding to the moderate, severe or profound degree of disability;

2) a temporary abnormality in the mobile function, which requires the use of mobility aids, or a temporary abnormality in the visual function.

(2) A parking card for a person with reduced mobility or a blind person with restricted active legal capacity may be applied for by his or her legal representative.

(3) A parking card shall be issued by a local government in the format established by this Regulation.

(4) The printing of parking cards and the issue thereof to local governments shall be organised and ensured by the Ministry of Social Affairs.

(5) Records of parking cards issued shall be maintained by the local government.

§ 3. Conditions of issue of parking card

(1) A parking card shall be issued to a person free of charge.

(2) The following shall form a basis for issuing a parking card:

1) the decision of determination of the degree of severity of disability and additional expenses issued to a working-age disabled person by the Social Insurance Board;

2) the decision of determination of the degree of disability and additional expenses issued to a child or retirement-age disabled person, and a notice from a family physician or a medical specialist concerning the abnormality stipulated in paragraph 2(1)1);

3) a notice concerning the abnormality stipulated in paragraph 2(1)2) issued to a person with a temporary abnormality in the mobile or visual function by a family physician or a medical specialist.

(3) A parking card shall be issued for the period of validity of the degree of disability indicated on the document certifying the disability, but not for longer than 5 years.

(4) In the event of a temporary abnormality in the mobile or visual function, a parking card shall be issued for the period of the probable cessation of the abnormality, but not for longer than 6 months. The term of a temporary parking card shall be extended only on the basis of a certificate from a family physician or a medical specialist.

§ 5. Entry into force and implementation of Regulation

The Regulation shall enter into force on 1 July 2011.

(2) Parking cards issued on the basis of Regulation No 15 of the Minister of Social Affairs of 19 January 2001, “Conditions of issue of parking card for vehicle of person with reduced mobility” shall remain valid until the end of the term thereof.

(3) A working-age disabled person stipulated in paragraph 3(2)1) of the Regulation, to whom the Social Insurance Board has issued a decision of determination of the degree of disability and additional costs before 1 October 2008, shall upon applying for a parking card submit the said decision together with the notice from a family physician or a medical specialist specified in paragraph 3(2)2) concerning the abnormality stipulated in subsection 2(1).

A parking card shall be issued to a disabled person in person, and a child’s card shall be issued to a parent or custodian (the child’s birth certificate or a document certifying guardianship or custodianship shall be submitted upon receiving the card).

The City Transport Department of the Tallinn Transport Board accepts applications and issues parking cards for vehicles servicing people with reduced mobility or blind people on the conditions established by the Minister of Social Affairs at the Service Office of the City Government at Vabaduse Square 7 (entrance from Roosikrantsi Street), desk 3.

Upon applying for a card, the following shall be submitted to the card issuer:

  1. a personal identity document (passport, ID card, driving licence);
  2. decision of determination of the degree of disability and additional expenses;
  3. notice from a medical specialist concerning the temporary abnormality;
  4. a 3 x 4 cm photo of the person applying for a parking card.

    Parking cards shall be issued and used in accordance with the following acts: 

    1) Traffic Act
    § 68. Special rights of drivers with reduced mobility and drivers of vehicles servicing persons with reduced mobility or blind persons:

    (1) A driver with reduced mobility and a driver of a vehicle servicing a person with reduced mobility or a blind person may display a parking card for vehicles servicing people with reduced mobility or blind people on the front or rear window of his or her vehicle. 
    (2) A driver with reduced mobility and a driver of a vehicle servicing a person with reduced mobility or a blind person may, upon the existence of a parking card for vehicles servicing people with reduced mobility or blind people, park the vehicle used by him or her free of charge in public parking places subject to parking fee.
    (3) A driver with reduced mobility and a driver of a vehicle servicing a person with reduced mobility or a blind person, whose vehicle displays a parking card for vehicles servicing people with reduced mobility or blind people, may:
    1) stop and park in a settlement in the area of traffic signs prohibiting stopping or parking, provided that the standing vehicle is located entirely on the pavement, leaving a strip of pavement of at least 1.5 metres on the side farthest from the road for pedestrians to use. The described permission shall not apply on road sections designated with a stopping prohibition line;
    2) park in the area of traffic signs prohibiting parking, in parking lots with limited parking time for longer periods than prescribed and in calm traffic area roads outside parking lots in places where this does not obstruct pedestrians and does not render the movement of other vehicles impossible.
    (4) A driver of a vehicle servicing a person with reduced mobility or a blind person, whose vehicle displays a parking card for vehicles servicing people with reduced mobility or blind people, may stop in a settlement in the area of traffic signs prohibiting stopping for the purpose of picking up or setting down the person with reduced mobility or the blind person.
