The Chairman of Tallinn City Council
Dear Reader! The website you see before you provides an overview of the work of the Tallinn City Council. The Council is the representative of body of Tallinn’s residents, the city’s parliament so to say, which is elected every four years by residents with the right to vote during the elections for local government councils. In making decisions on questions within the competency of local government councils, the City Council is independent and operates only in the interests of the city residents and in their name. The City Council passes resolutions and enacts regulations that have legislative power for everyone within the borders of Tallinn, including the City Government. The most important Council resolutions are undoubtedly the confirmation of the development plan and preparation of the city budget. The Chairman of the City Council organized the work of the Council. It is the function of the Chairman to convene and chair the Council meeting, to represent the City of Tallinn and the Council, to sign all the legislation passed by the Council, and to fulfil other dues assigned by the law. As the Chairman of the City Council, I hope that your representatives in the Council have warranted your trust. However, I can confirm that in its resolutions, the Council has proceeded from the sincere hope to guarantee Tallinn’s development and the welfare of its residents.
