preserving, protecting and acknowledging the city's unique
cultural history, national cultural traditions, material
historical heritage and built-up areas of cultural and
environmental value;
analysing the cultural life of the city, describing the
most important problems in the area, making proposals to the
city government for their resolution and participating in their
resolution;
consulting the organisers of the city's cultural events,
representatives of non-profit associations and societies.
Supporting non-profit associations, cultural societies, hobby
groups and projects within the limits of the funds allocated in
the board's budget;
consulting the city's cultural institutions, developing
their financing principles;
initiating cultural projects to design the city's
traditions;
organising the city's traditional cultural projects and/or
participating in their organisation;
supporting the cultural activities of ethnic minorities in
Tallinn;
organising cooperation with the cultural institutions,
non-profit associations, foundations, societies, companies and
residents of the city;
organising the distribution of information about cultural
events, institutions and heritage protection in Tallinn,
including preparing the city's cultural calendar and making it
available to the public;
participating in international cultural and heritage
protection projects;
preparing and implementing the heritage protection and
cultural strategy (development plan) of the city, incl.
preparing and implementing the development plans of the
heritage protection area of the Old Town of Tallinn entered in
the UNESCO World Heritage List;
keeping account of the cultural monuments (hereinafter the
monuments) located in the city;
approval of comprehensive and detailed plans, the terms of
reference for construction, repair, restoration or planning and
other planning and research programmes and projects, and
consulting about the heritage protection area of the Old Town
of Tallinn and the sites included in the list of monuments and
the protected zones surrounding them;
processing permits for works done on monuments, in their
protected zones and in the heritage protection area in the Old
Town of Tallinn and supervision of such works;
ascertaining the cultural heritage located in Tallinn,
making proposals for declaring movables or immovables with
cultural value, any parts or sets of monuments and organising
the protection of monuments;
organising the use, conservation and restoration of
monuments if necessary;
defining built-up areas with cultural and environmental
value in the city, making proposals for declaring them built-up
areas with cultural and environmental value;
coordinating and ordering research of built-up areas with
cultural and environmental value and historical cemeteries;
participating in the preparation of comprehensive and
detailed plans and construction rules for built-up areas with
cultural and environmental value;
approving comprehensive and detailed plans in built-up
areas with cultural and environmental value;
organising public events that introduce built-up areas with
cultural and environmental value and historical cemeteries;
managing the databases of the collection of art, sculptures
and other assets of artistic value of Tallinn;
entering into contracts for research, consultation, design
and restoration works.
The board also performs all other tasks assigned to it in
the legal acts and contract under the public law of Tallinn.
