Supporting non-profit activities in the field of city management
Applications are accepted all year round. As such, it must be taken into consideration that the end date for the project or activity to be supported is no later than 31 December of the financial year. Moreover, expenses incurred prior to submitting an application shall not be compensated.
The issuing of aid is regulated by the Procedure for issuing grants for non-profit activities and Additional terms and conditions for assigning a non-profit activity grant. Prior to submitting an application, please see the city’s general additional terms and conditions (ANNEX 1) and the additional terms and conditions on the field of city management (ANNEX 8).
Project aid is a dedicated grant from the city’s budget in order to carry out a non-profit activity or a set of activities (with a specific objective and deadline) compliant with the terms and conditions of §6 of the procedure which can also be determined in space and time. Activity support is a dedicated grant for organising the daily activities of a legal person compliant with §6 of the procedure and for ensuring its ongoing development issued from the city’s budgetary instruments. A project and activity support application must be submitted, if possible, in the self-service environment (e-service). If necessary, please ask for advice from customer support by calling

- The Head of the Tallinn City Property Department decides, on the basis of the proposal of the commission, on the granting or denial of the benefit.
- A contract on the benefit for non-profit making activites will be concluded with the applicant or a notice of denial will be sent.
- A list of the benefits allocated will be published on the website.
- The department will receive the report within one month after the end of the activity for which the benefit was granted
When the result is unsatisfactory
Pursuant to the Administrative Procedure Act it is possible to submit a challenge to the directive or to contest it in Tallinn Administrative Court (Pärnu mnt 7, Tallinn 15082) within 30 days since the directive has been communicated
