Restoration benefit

Tallinn distributes grants through the Heritage Protection Department for preserving (in the form of maintenance, conservation and restoration) buildings or culturally significant single objects within Tallinn’s monuments, heritage conservation areas and milieu-valued areas.

The grant may also be requested for compiling restoration action plans and projects for the aforementioned buildings as well as for the restoration of culturally significant grave markings and fences in historical cemeteries of cultural importance. The purpose of the grant is to support the restoration and recovery of objects, including their details, and to preserve the authentic ambience, architecture and use of materials in the city of Tallinn.

For the restoration of places of worship, Tallinn City established the Tallinn Church Renaissance programme in 2001.

The provision of the restoration grant is regulated by Tallinn City Council Regulation No. 3 of 8 February 2018 ‘Procedure for awarding restoration grants’.

The amount allocated for restoration grants is €450,000 in 2024, not including subsidies for places of worship. The maximum limit for the grant is 75% of the costs for the restoration work or 95% of the costs for the restoration work of places of worship. The maximum limit of the grant per object is determined at the declaration of the application round with the directive of the head of the Tallinn Urban Planning Department. Restoration grant applications will be reviewed and evaluated by the respective committee.

Reminder for restoration grant applicants:

Before you apply

1) the building (or facility) is a monument, a building located in the heritage protection area of the old town, a building located in an area of environmental value or a building defined as a valuable individual object. This can be checked in the national registry of cultural monuments (https://register.muinas.ee/) and in the Tallinn planning register (Tallinn planning register) areas of environmental value or valuable individual objects);

2) planned works are restoration, repair, conservation or renovation works of the original, authentic architectural solution of its construction time.

  • make sure the works for which the grant is applied can be completed and accepted by 30 November of the same calendar year at the latest. (Note! If these conditions are not met, the grant cannot be paid out)
  • the planned works must have a valid approval from a competent authority if required by the Heritage Protection Act (Muks), the Building Code (EhS, Appendix 1) or city legislation.
  • if it is a jointly owned object, then the planned works must have the consent of all its owners. If there is an apartment association, the protocol signed at the general meeting of the apartment association or, if authorised by the statute of the association, the protocol signed by the board that contains the decision to carry out the works is required.
  • the applicant must take into account that the works must be carried out using their own finances and the works must be paid for by the applicant before the submission of the cost report. No advance payments of the grant shall be made. The grant will be paid out after the completion of the works and approval of the cost report.

When submitting the application, please note

  • the application must be submitted before the commencement of the works financed by the grant.
  • the grant can be applied for by the owner or representative of the owner of the immovable or movable property that is the object of restoration. (Note! If the object to be restored is an apartment association, then the application must be submitted by the apartment association, not by the member of the board as a private person). More information on authorisations can be found in the “Where to start” section, point 2. Personal identification. Note! When submitting the application as a representative in the self service environment, make sure the details of the grant applicant and the applicant’s representative are correctly indicated. When submitting the application, you must specify the bank account to which the grant should be paid.
  • For the restoration of an object, one application per year can be submitted. The application can contain the restoration works of several parts of the object. If several applications are submitted for one object, the application submitted first is the one that will be considered.
  • The three quotations attached to the application must be for the works for which the grant is applied for. The quotations must not include any additional works. All quotations must be for the same works and reflect the same works. (Note! It is recommended to present the list of works as a table where all necessary works are described on separate rows to companies). The price quotations must include the price and the added VAT (if the company is subject to VAT). If the company that gave the quotation is not subject to VAT, it must be indicated on the application. In the case of monuments and buildings located in the heritage protection area of the old town, the company giving the quotation and the contractor of the works must have a certificate of competence (activity licence) in the field of heritage protection for the required works.   • Required and valid approvals, an officially approved action plan or a construction project must be attached to the application.

The action plan must include the purpose of the work, the execution schedule, the methodology and scope of the works, a description of the materials used, technical drawings and illustrative material and if possible, the description of the condition of the building, the conclusions of the conducted studies and data on the earlier conservation, restoration or repair works. The action plan must be approved by the Heritage Protection Unit of the Urban Planning Department or specialists of areas of environmental value.

The author of the action plan for the monument and the building located in the heritage protection area of the old town must be a person with a certification of competence; more information on the website of the National Heritage Board of Estonia.
