Changing the residence address due to a justified claim from the owner of the premises

Due to the risk of the spread of the coronavirus (COVID-19), electronic communication must be used instead of direct contact in population register proceedings.

Due to the restrictions of keeping the distance, the possibilities for filling the applications in the Tallinn registry offices are limited, please come with a pre-filled application, the forms can be found on this site.

NB! The departement has the right not to allow people with obvious signs of illness into the building.

Reception and processing of an application from the premises owner and terminating the address of the person who uses the address of the premises without legal basis.

The owner of the room can make a query in the e-population register www.rahvastikuregister.ee about the inhabitants of the room belonging to him (Residence -> Residents and termination of residental addresses).

The owner of premises (together with co-owners or joint owners) can request changing the addresses of persons in the population register, if these persons have no right to live in the premises belonging to the owner and they have moved away.

  • As of 18.08.2020, the owner's justified request can be submitted in the self-service portal of the population register on the population portal.

    The service is provided in accordance with the terms of use of the e-population register.

    Application reception confirmation

    When you have successfully digitally signed the notice of residence then it will end up on our "desktop" and we will start processing it. We will process the application (make an entry to the Population Register) or will deny it due to deficiencies. You can view that from the portal:"My applications"

    Result

    We will satisfy your application if these persons do not prove within one month. after the notice was communicated or published in the publication Ametlikud Teadaanded, with documentation that they have the right to use the place of residence.

    What to do when the result is unsatisfactory:

    To achieve the desired result study the portal. We cannot provide any assistance with the operation of the portal. To rectify deficiencies that have appeared in the course of the processing of the notice of residence follow our instructions.
