Foreign trade fair grant for small enterprise

Application round for foreign trade fair grants is open.

 

Target group: Small enterprises in Tallinn who want to enter new foreign markets and expand their contact networks by participating as exhibitors at international trade fairs.

Rate of grant: 8,000 euros per applicant per calendar year. The maximum rate of the grant is 80% of the eligible expenses actually incurred. One applicant is given a grant for participating in two trade fairs maximum in a calendar year.

Expenses of participation in foreign trade fairs for which the grant is granted (the expenses are eligible on the condition that they are paid to the organiser of the fair):

  • trade fair registration expenses (the fee specified by the organiser of the trade fair for registration of the exhibitor);
  • stand rental;
  • trade fair insurance expenses (the fee specified by the organiser to ensure that the trade fair will take place);
  • the cost of a trade fair ticket and the cost of accreditation for the trade fair if the applicant participates in the trade fair as an exhibitor;
  • the cost of entering the exhibitor in the official catalogue and electronic database of the trade fair.

Special conditions of the grant:

  • expenses are eligible on the assumption that they have been paid to the organiser.
  • NB! The expenses incurred as of registration of the applicant to the trade fair until the submission of the final report are eligible;
  • the application is submitted to the City Enterprise Department at least 30 calendar days before the start of the trade fair. Applications submitted later will not be reviewed;
  • VAT is not an eligible expense.

Conditions for applicant – companies and sole traders who comply with the following conditions may apply for the foreign trade fair grant:

  • the applicant has been operating for at least one financial year and submitted at least one annual report to the Commercial Register;
  • the applicant is registered in Tallinn according to the Commercial Register;
  • the turnover of the applicant in the last financial year was 20,000 to 200,000 euros. If the applicant has operated for more than two financial years and submitted at least two annual reports to the Commercial Register, the number of the applicant’s full-time employees in the last six months must be at least one;
  • the applicant must have a website that introduces them personally, their company and products or services, the content of which is presented in at least in one foreign language, which must be English;
  • the applicant has paid all national and local taxes and they have no other debts to the City of Tallinn. If the aforementioned debts have been rescheduled, the payments must have been made according to the payment schedule. The applicant must have performed the obligation to file the tax returns stipulated in the Taxation Act and tax acts appropriately;
  • no liquidation, rehabilitation or bankruptcy proceedings have been initiated against the applicant and no bankruptcy decision has been made about them;
  • at least 51% of the shareholders of an applicant that is a company are natural persons;
  • the following areas of activity do not comprise more than 50% of the sales revenue indicated in the last annual report of the applicant submitted to the Commercial Register:
  • 1) agriculture, forestry and fishery (EMTAK 2008, Division A);
  • 2) production of beverages, excl. production of alcohol-free beverages, mineral water and other bottled water (EMTAK 2008, Division C, Subdivision 11, excl. Subdivision 1107);
  • 3) production of tobacco products (EMTAK 2008, Division C, Subdivision 12);
  • 4) wholesale and retail sale (EMTAK 2008, Division G);
  • 5) financing and insurance activities (EMTAK 2008, Division K);
  • 6) real estate activities (EMTAK 2008, Division L);
  • 7) legal operations and accounting (EMTAK 2008, Division M, Subdivision 69); head office activities; management consultancy (EMTAK 2008, Division M, Subdivision 70); market research and public opinion polls (EMTAK 2008, Division M, Subdivision 732);
  • 8) organisation of gambling and betting (EMTAK 2008, Division R, Subdivision 92).

An application (and later an expense report) must be submitted via the self-service environment of the Tallinn project and activity support information system (TTR) in order to apply for foreign trade fair grant.

The following additional document specified on the application form must be submitted with the application:

  • price quotes for all of the eligible acquisitions specified in the budget of the project;
  • action plan for participation in the trade fair, the form of which can be found here. The action plan for participation in the trade fair is a document to be enclosed with the application in which the applicant describes the goal of participation in the trade fair, the planned activities and their schedule, the budget of the project (includes both eligible expenses as well as the ineligible expenses required for the implementation of the project) and the expected results of participation in the trade fair.

Reporting: the report on participation in the trade fair must be submitted within 21 calendar days of the end of the trade fair in the self-service environment of TTR. The following documents must be submitted with the report:

  • documents evidencing that the eligible expenses were incurred and paid and/or copies of such documents (invoices and payment orders);
  • photos that prove participation in the trade fair;
  • report on participation in the trade fair, the form of which can be found here. The report on participation in the trade fair is a document that must be enclosed with the expenses report that includes information about the goals of participation established in the action plan and the results of the planned and implemented activities, incl. information about the extra expenses associated with the achievement of the established goal.

The City Enterprise Department will review the expense report and reports that have been checked and that comply with the procedure are approved by the head of the City Enterprise Department. The amount of the grant to be paid out depends on the application, the decision to declare the application compliant and the documents enclosed with the report that prove that eligible expenses were incurred. The grant will be transferred to the current account of the recipient within 21 calendar days of approval of the expense report.

Foreign trade fair grants for small enterprises are all classified as de minimis aid, which is allocated by the Tallinn City Enterprise Department according to the provisions of European Commission regulation (EU) no.140772013 and §33 of the Competition Act.   • Where to start

    The application must be submitted to the Enterprise Department at least 21 calendar days before the start of the trade fair. Applications submitted after the deadline will not be considered.

    The application (further also the final report) shall be submitted through the Tallinn self-service environment for Grants to Non-profit Activities (user instructions for the self-service environment). The additional documents requested on the application form shall be provided together with the application.
