Issuance of a right of temporary residence to a citizen of the European Union

Due to the risk of the spread of the coronavirus (COVID-19) electronic communication should be used instead of direct contact.
Therefore, electronic communication must be used in vital statistics and population register proceedings.

Due to the restrictions on keeping the distance, the possibilities for filling in the applications in the Tallinn vital statistics department are limited, please come with a pre-filled application, the form of which you can find in this site.
NB! The departement has the right not to allow people with obvious signs of illness into the building.

Issuance of a personal identification code and a five year fixed term right of residence for a citizen of the European Union who will live in Estonia for more than three months, when the person registers his/her residence address in the Population Register.

  • Where to start

    Personal identification

    Have an identity document with you. If there are minor children living with you or wards then a document confirming the right to represent them ( e.g. the birth certificate that is legal in Estonia).

    A foreign document must be legalised or with a confirmed apostille unless the international agreement states otherwise.

    A document in a foreign language must be translated into Estonian, Russian or English, except when the document is in Russian or English. If the documents have been translated, the evidence shall be submitted with a translation confirmed by a notary authority, consular officer or sworn translator.

    According to the regulation 2016/1191 of the European Parliament and of the Council from 16 February 2019, several public documents are no longer required to be submitted in the European Union with an apostille.

    This Regulation applies to public documents issued by the authorities of a Member State in accordance with its national law which have to be presented to the authorities of another Member State and the primary purpose of which is to establish one or more of the following facts: birth, death, name, marriage (including capacity to marry and marital status), divorce, adoption, parenthood, domicile and/or residence.

    Estonian authorities accept the mentioned documents in Estonian, Russian and English, so translation of the documents in these languages is not required. If the document is in another language, the document must be translated (unless a multilingual standard form is attached to it).

    A personal identification code will be created for you. By adding the address of the place of residence to the Population Register you will obtain a temporary residence permit in Estonia for five years. After the registration of the place of residence you have to go to the Citizenship and Migration Board office within one month where you will be issued a document-identity card (the ID-card) that verifies your right for temporary residence.
