Permit for installing outdoor advertising to the heritage conservation area

Issuance of permit for installing outdoor advertising, a sign, information board, etc. to the heritage conservation area of the Old Town of Tallinn and on a building, acknowledged as a cultural monument.

The installation of data mediums and advertisements in the Old Town and on immovable monuments is regulated by the Heritage Conservation Act and the Statutes of the Old Town Heritage Conservation Area of Tallinn.

The application may be submitted either on the site of the Heritage Conservation Office at Raekoja plats 12 or sent to the advertising specialist via the e-mail urve.arukaevu@tallinnlv.ee.

The following documents must be attached to the application submitted to TERA: the letter of explanation of the data medium, the layout showing the planned location of the data medium, the technical drawing of the data medium, photographs of the planned location, and a photomontage of the planned location. If the applicant wishes to continue publishing information after the expiration of the data medium exposition approval, documents already submitted do not have to be attached to the application. T

he following general principles have been developed for the heritage conservation area and immovable monuments in the Old Town and advertisements / data mediums to be installed in their protected zone. The surrounding environment and the architectural peculiarities of a particular building must be taken into account when designing the advertisements. When designing a data medium, attention must be paid to the fact that its installation must not interfere with significant views, existing advertisements, or hide information that is not advertised.

As a general rule, standard advertising mediums are prohibited, as well as strikingly modern materials (PVC, etc.), blinking light advertisements or strips, neon light advertisements, screens transmitting dynamic images that are seen from the street, neon tubes, and audio advertising (including loud music from an open door). In general, the use of portable advertising media in the Old Town of Tallinn is not permitted. An advertising medium of an indoor business can be installed on a console if the console is no longer than 1 metre. When planning the length of the console, the width of the street and the sidewalk must be taken into account. Priority must be given to existing consoles and an indoor business cannot use more than one console. The permissible length of the console and the suitability of the displayed advertisement is assessed by the Committee for the Review of Data Mediums and Urban Design Projects of the of the Heritage Conservation Department in all cases separately.

The maximum thickness of light boxes and letters can be up to 80 mm (depending on the location, the permitted thickness may be smaller if modern lighting solutions are used) and the colour temperature must be soft and warm up to 3,000 K. Advertisements and advertising mediums installed to buildings must be placed at a height above the road that does not endanger or obstruct the road users.

Installing advertisements or other information in the heritage conservation area or on cultural monuments in the Tallinn Old Town is allowed if the advertisement or other information is installed to a previously agreed place approved in the building project. In this case, the advertisement layout and the approval solution will be coordinated separately.

Information or advertisements installed in a public place must be in Estonian. Translation into a foreign language may be added, but the Estonian text must be the priority and cannot be less readable than the translation. The data medium or advertisement must not hide a traffic management sign (device) or be located on the same carrier as the traffic sign.

A sales advertisement may be displayed behind a window glass (for up to 6 months). Protruding triangular advertisements are prohibited. Each application is coordinated separately. Informative or promotional banners installed on scaffolding must be coordinated separately by presenting the specific exposition dates and banner solutions. The principle ‘less is more’ applies.

Address signs with a special design, which may also be illuminated from the inside, can be installed on a building if the installation of the sign is solved in the construction project and approved by the Heritage Conservation Department. Hoisted flags must be proportional to the building and take into account the surroundings: they must not obstruct side and close views.

Hoisted flags must be kept clean and undamaged at all times. Gothic portals are under special protection in the Old Town. The admissibility of advertisements displayed in other forms will be decided by the Committee for the Review of Data Mediums and Urban Design Projects of the of the Heritage Conservation Department of the Tallinn Urban Planning Department.

It is prohibited to:

Install advertisements, data mediums, or urban design elements in the heritage protection area or on cultural monuments in the Tallinn Old Town without permission from the Heritage Conservation Department.

Cover the architectural elements of these buildings, including gardens, gates, canopies, balustrades, etc.

Install data mediums or advertisements on street furniture or traffic signs.

Cover pavements with stickers, covers, etc. In general, establishments providing accommodation can place an entryway rug to the entrance door, which must be cleaned. Each individual case is coordinated separately, taking into account the specific location.
