Social transport services

The purpose of these services is to allow persons whose disability prevents them from using a private vehicle or public transportation to use a vehicle in line with their needs for travel that is essential for managing their daily lives. The service is provided to persons whom the local Social Welfare Division has declared eligible.

The transport services include regular, occasional and taxi service. ·

Regular service

The purpose of this service is to allow persons whose disability prevents them from using a private vehicle or public transportation to use a vehicle in line with their needs for travel that is essential for managing their daily lives. Regular services mean services where a vehicle adapted to transport disabled persons passes through the administrative territory of the City of Tallinn along a predetermined route and according to a predetermined schedule. Regular services are available to severely or profoundly disabled persons - as certified by the Social Insurance Board - who are at least three years old, whose disability prevents them from using a private vehicle or public transportation and whose place of residence registered with the Population Register is the City of Tallinn, and who:

1) suffer from impaired mobility or vision, or a mental condition; and need regular service to travel to work or a welfare or educational institution;

2) need regular transport to undergo dialysis.

The Tallinn Social Welfare and Healthcare Department determines the routes in coordination with the carrier so that:

1) the number of passengers using the route could be maximised;

2) the travel time per trip does not exceed 1 hour and 15 minutes.

The Department may provide for a route extending to an educational institution outside the city’s administrative territory if no such institution that meets the service user’s needs is available on said territory. Regular services are limited to two trips a day per user. If the user needs regular services to travel to work or an educational institution as well as to a welfare institution, the maximum quota is four trips a day per user. The users of regular services must register each trip using an electronic travel card. Regular services are free of charge for users.

· Occasional service The purpose of this service is to allow persons whose disability prevents them from using a private vehicle or public transportation to use a vehicle in line with their needs for travel that is essential for managing their daily lives. Occasional services mean services where the start and end point and the time of travel as well as the vehicle to be used will be determined in line with the user’s needs. Occasional services are available to severely or profoundly disabled persons - as certified by the Social Insurance Board - who are at least three years old, whose disability prevents them from using a private vehicle or public transportation and whose place of residence registered with the Population Register is the City of Tallinn, and who:

1) suffer from impaired mobility or vision, or a mental condition;

and 2) need individual transport to a health or welfare institution or for the purpose of using public services.

The users of occasional services must register each trip using an electronic travel card. Occasional services are intended for travelling to or from a destination within the administrative territory of the city or elsewhere in Estonia.

Compensation rates applicable to using the social transport service between 1 January and 30 June 2020

Occasional services for travelling to or from a destination within the administrative territory of the city are subject to the following rules:

1. a maximum of six free trips per user;

2. a maximum of four partly paid trips per user per calendar month;

3. cost-sharing for a partly paid trip: EUR 2.

Occasional services for travelling between a destination within the administrative territory of the city and a destination elsewhere in Estonia are subject to the following rules:

  1. a maximum of two partly paid trips per user;
  2. 2. cost-sharing rate: 13 cents per kilometre. ·

Taxi service The purpose of social transport service is to allow persons whose disability prevents them from using a private vehicle or public transportation to use a vehicle in line with their needs for travel that is essential for managing their daily lives. Severely or profoundly disabled residents of Tallinn are eligible for taxi service provided that they are at least three years of age and are completely deprived of visual function or use a wheelchair, rollator, walker or cart to move around outside their home due to their impaired mobility, and their disability prevents them from using a private vehicle or public transportation.

Taxi service is a service where the user orders a regular vehicle or a vehicle adapted to transport a mobility aid and determines the start and end point as well as the time of travel. The taxi service is provided within the city’s administrative territory or up to 30km beyond city limits. Minors can use taxi service if accompanied by an adult. Users have to cover part of the cost of taxi service.

Compensation rates applicable to using the social transport service between 1 January and 30 June 2020 For taxi service:

1. The maximum amount payable from the city budget towards the cost of service is 190 euros per user and calendar month

2. The cost-sharing rate is 25% of the total cost for each time the service is used

    Result

    The magnetic stripe card for taxi service will be issued or a transport service order will be placed.

    The written application shall set out the justification of need for this service (circumstances that prevent you from using public transportation or a private vehicle; reasons why the need for assistance cannot be met by providing other social services or assistance), information on mobility aids, use of personal assistance for mobility, etc. The Social Welfare Department shall review your application in view of your need for assistance and determine the need for service. Applications are reviewed within 10 working days of submitting the application and all required additional documents or information or expiry of the time limit for their submission. The applicant shall be informed of the decision within five working days of its adoption by using contact particulars indicated in the application.
