Info about trainings is available here. Choose a training and register at http://www.tallinn.ee/est/ettevotjale/koolitused or as described in the information link. One day before the traning you will receive a reminder to your e-mail address about the training.

If the training is for a fee you will receive an invoice within 3 days after you have filled out the registration form an e-mail. If the training is free of charge then all you have to do is to participate in the training.
