Summary of the participatory budget 2023/2024

A total of 1 000 000 euros was allocated for Tallinn's 2024 participatory budget. 75% of the total amount is distributed equally between the city districts and the remaining 25% is distributed based on the number of residents of the district on July, 1st of the current year.

Collection of ideas

Idea collection took place 18.09-8.10.2023.
A total of 492 ideas were submitted.
Nõmme was the most active district with 105 proposals. Kesklinn followed with 102, Lasnamäe 60, Mustamäe 48, Põhja-Tallinn 55, Kristiine 46, Haabersti 40 and Pirita with 35 ideas.
 


 

The work of the expert committee

The ideas were evaluated in the city districts and in the expert committee 10.10-9.11.2023.
Ideas were analyzed from time, financial, technical and legal aspects. The conformity of the ideas to the basic requirements was also evaluated.
More detailed criteria can be found in the regulation of the Tallinn City Council on the procedure for the participatory budget of the city of Tallinn.

149 ideas were sent to the public vote: 35 in Nõmme district, 26 in Kesklinna, 20 in Kristiine, 18 in Lasnamäe, 15 in Pirita, 13 in Mustamäe, 12 in North Tallinn and 10 in Haaberst.

Referendum

The Tallinn III inclusive budget referendum lasted from November 20 to December 3, 2023.
Anyone at least 14 years of age, whose place of residence according to the population register was the city of Tallinn, could participate in the vote. You could vote electronically and on paper in all district governments and temporary polling stations created by districts. Each person participating in the vote could vote for up to two ideas they liked.

A total of 8,837 townspeople participated in the inclusive budget referendum.
The majority of them, i.e. 7,913 townspeople, cast their votes electronically and 1741 on paper.
