The right to vote in the election of the Riigikogu is held by Estonian citizens who have reached the age of 18 on the election day (5 March 2023) at the latest.

A person is not entitled to vote if they:

• have been declared legally incompetent to vote;
• have been convicted by a court of a criminal offence and is serving a prison sentence.
