Tallinn City Council elections: eligibility to vote

In the Tallinn City Council elections, the eligibility to vote is granted to a person who is at least 16 years of age on the day of election and is:

  • an Estonian citizen who has a permanent place of residence in Tallinn on the basis of the Population Registry as of 17 September 2021;
  • a European Union citizen who has a permanent place of residence in Tallinn on the basis of the Population Registry as of 17 September 2021;
  • a foreign national who has a permanent place of residence in Tallinn on the basis of the Population Registry as of 17 September 2021 and who is residing in Estonia on the basis of a long-term residence permit or a permanent right of residence.

A person is not eligible to vote if they are:

  • a person without active legal capacity regarding the eligibility to vote;
  • convicted of a criminal offence by the court and currently imprisoned.

A foreign national is a person who is not a citizen of Estonia or the European Union according to the Municipal Council Election Act. A foreign national is for example a citizen of the Russian Federation or the United Kingdom or a person without citizenship who is residing in Estonia on the basis of a long-term residence permit or a permanent right of residence.
