Voting at home

Voting at home

If a voter is unable to vote in a polling station because of ill-health or for any other valid reason, he or she may request to vote at home. An application to vote at home can be made if the voter is present in the constituency of his/her place of residence.

Voting at home will only take place from 3 to 5 March 2023 between 9 a.m. and 8 p.m.

Voters must submit a written application to vote at home by 5 March 2023 at 2 p.m. at the latest to the Tallinn district government of their place of residence. By e-mail, the application can be submitted to the district government of the place of residence as follows:

Applications can be submitted by phone on 3 and 4 March 2023 from 12 p.m. to 8 p.m. and on election day, 5 March 2023 from 9 a.m. – 2 p.m. By telephone, please contact the district administration where you live as follows:

The application for home voting must state:

  • the name of the voter;
  • the voter's personal identification number;
  • the voter's address;
  • the voter's telephone number;
  • the reason for voting at home,
 for example:
  • medical condition;
  • high age;
  • difficult road conditions;
  • lack of transport;
  • other reasons preventing the voter from leaving home.

If the precinct committee finds that the application is not justified, it will inform the applicant of the circumstances in which the application was rejected.
