A gem of Estonian functionalist architecture, the historic villa designed by Olev Siinmaa, hides in a quiet courtyard at Roosikrantsi 4b in the city centre.
The first floor hall and smaller rooms on the second floor are perfect for meetings, seminars, and training sessions. All rooms are equipped with modern screens, an "owl" camera for hybrid meetings, a flipchart, and WiFi.

For catering and coffee breaks, we kindly request that you hire a catering company and provide the selected caterer’s details to the hostess. Caterers with experience in servicing events at the Roosikrantsi residence include Plus Catering, Põhjala, Ribe, Nordic Catering, Fee, Catering Service, Jahh Catering, Astora Catering, Caviar Catering, Tervise Catering, Menu and Ahjupala, though you are welcome to choose other catering companies as well. We recommend arranging a prior visit to the venue with your chosen caterer to discuss and finalize the event details.

Please note that pets are not allowed, except by special arrangement with the hostess.

Roosikrantsi Residence can only  be accessed through the archway at Roosikrantsi 4.

For organizing events at the Roosikrantsi Residence, we can discuss details regarding event times, format and other specifications (number of participants, catering company, performers, etc.) via email at [email protected] or by phone at +372 5919 9952, hostess Eike Urke. 
  • Event details:
- date and time (start and end time, as well as preparation and cleanup time required by the organizers);
- format of the event;
- number of participants;
- caterer, performers, and other service providers involved in the event.
  • Event organizer details:
- legal name of the institution / name of the individual;
- institution's registration number / individual's personal identification code;
- email address to which the Tallinn City Office will send the e-invoice;
- name and contact details of the responsible person.

The invoice must be paid before the event takes place. If the rental time exceeds the agreed duration, the Tallinn City Office will send the event organizer an additional invoice based on the actual rental period. 
If the event organizer and the invoice payer are not the same organization or individual, a guarantee letter for payment of rent is required from the payer.
Event with necessary details has to be agreed upon no later than 2 weeks before the desired start date of the event.
Booking the visits

To visit the Roosikrantsi residence, please book a group tour (minimum 10 people) in advance by emailing  [email protected] at least 14 days before the desired date. Payment for the tours is to be made by bank transfer based on an invoice. Please refer to the price list for details.

The Villa of the van Jung Family, Designed by Olev Siinmaa – A Gem of Estonian Functionalist Architecture

Nestled in the courtyard of Roosikrantsi Street it is one of the masterpieces of Estonian functionalist architecture. The distinguished functionalist villa was designed in 1931 by architect Olev Siinmaa, the city architect of Pärnu, who served from 1925 to 1944 and during whose tenure Pärnu began its transformation into a modern resort town. Most of Siinmaa's work is located in his hometown, Pärnu. His only private house in Tallinn, situated on Roosikrantsi Street, was commissioned by Mark van Jung, the managing director of the Sindi textile factory located near Pärnu.

Siinmaa likely became acquainted with the van Jungs in Pärnu. Elsa and Mark van Jung were a successful married couple for whom Siinmaa designed his first functionalist-style building. This project showcased the client's modern taste and good rapport with the architect. The van Jung residence was a white functionalist villa with an innovative flat roof and spacious balcony terraces. When completed in 1931, it stood out as a prominent landmark – the adjacent French Lyceum and tall apartment buildings were constructed later, overshadowing the beautiful house. The garden surrounding the villa was originally much larger, extending to Hariduse Street, and was designed by another well-known architect, Anton Soans.

In 1930, the plot on Roosikrantsi Street was purchased by Mark's wife, Elsa van Jung (1887-1941), who had worked as a dentist in Tallinn for about ten years before getting married. Her husband, Mark van Jung (1888-1949), was a successful industrialist, a partner and director of some of Estonia’s largest textile industries. Mark van Jung was also actively involved in philanthropy, supporting various organizations including the Defence League and managing its economic activities. He was one of the greatest sports patrons of his time, supporting several sports clubs and helping to raise funds for Estonian athletes to participate in the 1936 Berlin Olympics. His contributions were recognized by the Republic of Estonia with several honours. Despite these achievements, as noted by the newspapers on his jubilee in 1938, the energetic Mark van Jung remained modest and avoided the limelight.

The prestigious villa's ground floor featured the master’s office and a spacious living room with large windows overlooking the garden, connected by sliding doors to the dining room. From there, one could move into a bright conservatory, which led to the terrace. Next to the dining room was the pantry, connected to the adjacent kitchen. The ground floor also had a guest room and two servant rooms on the street side.
The second floor housed three family bedrooms and balconies, as well as a modern radio corner where the family could listen to the radio (a novel and not widely accessible technology at the time). There was also a two-room apartment for the janitor. Adjacent to the kitchen was a garage, and in the basement, there were utility rooms and a bathroom for the servants.

By 1936 at the latest, the van Jungs had sold their villa, as from 1936, Roosikrantsi 4b is no longer listed as the van Jung residence in Estonian address books, but as the "Ilka" hosiery factory of Jakobson, S. & Co. The reasons why the van Jungs gave up their modern home just a few years after its completion remain to be investigated. The construction of the adjacent French Lyceum began in 1936, which seems to have taken part of the former van Jung plot. What became of the clients-owners and the architect? Elsa van Jung, of Jewish descent, was executed by the German occupation authorities in 1941. Mark van Jung miraculously escaped the repressions of both the Soviet and German authorities, dying in Tallinn in 1949 at the age of 61. Architect Olev Siinmaa fled to Sweden in 1944 to escape Soviet rule.

From Hosiery Factory to Tribunal and Foreign Tourism Authority
From 1940 to 1941, the prestigious villa housed the Baltic Fleet War Tribunal. During the German occupation, it served as the German Special Court, and from 1944 again as the Baltic Fleet Tribunal, which sentenced many Estonian public figures to death or long imprisonment. After the re-establishment of Soviet rule in 1944, Roosikrantsi 4b came under the control of the "Punane Koit" textile factory. In 1966, the building was handed over to the Foreign Tourism Authority under the Council of Ministers of the Estonian SSR. A major renovation took place in 1968, with new interior design by interior architect Väino Tamm.

A Prestigious Building in Tallinn
After Estonia regained independence in 1991, it was decided that the building at Roosikrantsi 4b, located near the city government, would be converted into the mayor's residence, accommodating the mayor’s family and hosting the mayor’s guests. However, none of the mayors wanted to live there, and in 1996, the building was handed over to the Tallinn City Office. The Roosikrantsi residence is one of Tallinn's prestigious buildings, used for seminars and meetings. The wider public has seen the building on television – it served as a filming location for the TV series "M-klubi".

Taxi and car: access to our location is only via Roosikrantsi street. There is no access from other streets, contrary to what GPS may instruct.

On the street - the downtown parking zone has paid parking twenty-four hours a day (incl. public holidays).
Nearest paid private parking - underground parking lot at Vabaduse väljak 9, Finest parking lot at Pärnu mnt 22 or Tsoon YT14 at Pärnu mnt 45.
