Relations with other cities
Tallinn selects its partners for bi- or multilateral cooperation based on the city’s interests and challenges while avoiding signing treaties of amity, partnership agreements or other formal contracts. A fixed-term cooperation agreement is signed only in exceptional circumstances when it is essential for the potential partner in a field of strategic importance for Tallinn. The existing cooperation agreements are reviewed regularly. If necessary, a proposal to terminate the agreement will be made to the city government.
On 3 March 2022, Tallinn City Council adopted Decision No. 19 terminating and suspending all of Tallinn’s cooperation agreements with local governments in Russia.
