Haabersti District Administration is the institution of the City of Tallinn that:
  • serves residents and entrepreneurs of Haabersti;
  • provides public services;
  • develops the district, its hubs and other areas;
  • ensures the operation of the infrastructure.
 
City District

Harku Lake and Tiskre Stream form the west-southwest border of Haabersti, behind which lies Harku Parish. Mustamäe and Põhja-Tallinn are located in the south and east. Haabersti is bordered by Kopli Bay from the north and Kakumäe Bay from the northwest. 

The current core of Haabersti is Väike-Õismäe, a residential area consisting of large apartment buildings, which were built mainly in the 1970s. In addition, there are the Astangu residential area and areas of single-family houses in Tiskre, Kakumäe and Mustjõe.

As of 1 January 2023, the population of Haabersti is 49,406.

District Council

The District Council supports and influences the life of the local community and the development of the district. The District Council:

  • participates in designing the development plan and budget strategy of the local government unit by presenting positions, giving opinions and making proposals;
  • gives opinions on the budget of the city;
  • takes a position on all issues concerning the operation of the municipality in the territory of the district or the local living arrangements and makes proposals to the extent stipulated in the legislation;
  • coordinates building projects, thereby shaping the urban space;
  • makes initiatives for the City Council or City Government to discuss issues of local life and to adopt, amend or repeal legislation.

Internship
Students who are at least in their second year of study at an educational institution registered in the Republic of Estonia are eligible for an internship.
To apply for an internship in the offices of the City of Tallinn, please submit:

  • an application;
  • your educational institution’s internship guide;
  • an academic statement;
  • your CV (if you wish, use the form provided).
In 2023, three students will be accepted for an internship in the Haabersti District Administration in the following fields:
  • 2 positions in social work
  • 1 position in the legal field

Please send the documents at least one month before the desired start of the internship by post or email. The contact person of Haabersti District Administration regarding internships is Sirje Laes. Applicants will be contacted within two weeks.

Procedural Restrictions

Information about activities and decisions for which procedural restrictions are not applied is published here (clauses 11 (3) 4), 5) and 7) of the Anti-Corruption Act). Procedural restrictions will not be applied and a notice must be published:

  • if the replacement of an official is not possible as a person meeting the requirements for the replacement could not be found;
  • in regard to actions or decisions with which the institution performing a public task ensures the organisation of its work, with the exception of service-related decisions;
  • in a city institution if, taking into account the specificities of the local government unit, the application of the procedural restrictions would be unreasonable from the point of view of public interest.

Non-application of procedural restrictions
Haabersti District Administration has not applied the procedural restriction on the basis of clause 11 (3) 4) of the Anti-Corruption Act in the following cases:

  • 14 January 2021 with Kriit Reklaamiagentuur OÜ in the case of lease agreement No. 3-20-12966/10 for the use of the building surface belonging to the City of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer on the green area next to the Nurmenuku bus stop (cadastre code 78406:603:0135) in the period from 27 September 2021 to 17 October 2021
  • 14 January 2021 with Kriit Reklaamiagentuur OÜ in the case of lease agreement No. 3-20-12968/17 for the use of the building surface belonging to the city of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer for this purpose on the green area next to Järveotsa Maxima at T12 Õismäe road (cadastre code 78406: 603:0126) in the period from 27 September 2021 to 17 October 2021
  • 14 January 2021 with Kriit Reklaamiagentuur OÜ in the case of lease agreement No. 3-20-12967/19 for the use of the building surface belonging to the city of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer for this purpose on the green area next to the Grossi shop on T2 Järveotsa Road (cadastre code 78406:603 :0089) in the period from 27 September 2021 to 17 October 2021
