Childcare support is intended for the parent and is reflected as a discount on the invoices submitted by the childcare service provider. The grant can be used to cover the cost of labor for employees directly working with children in a private children's institution, the cost of a speech therapist and special educator or other child-related support services. Also the cost of educational materials and study tours, utility costs, and the cost of children's foodThe support is applied to the provider of the child care service. The conditions for receiving the support are:

• The service provider has an activity license at the time of applying for support, and the sole proprietor has a childcarer's qualifications;
• The service provider does not have tax debts or debts to the authorities of the city of Tallinn at the time of applying for support;
• The child using the service (hereinafter the child) is between one and a half and seven years old (until starting school);
• According to the population register, the place of residence of both the child and his or her parent or guardian (hereafter together as a parent) is the city of Tallinn on December 31 of the calendar year preceding the calendar year of the application for the support and continuously in the year of the application for the support;
• The service provider has registered the child in the Tallinn Universal support database;
• The parent has confirmed their wish in the Tallinn e-service to provide support to the service provider.

The childcare service support paid to the service provider includes:

• Support for childcare services, which is equal to the calculated cost of a place in municipal preschool institutions in the administrative area of the Tallinn Education Department per child, is 276 euros in 2024.
• Additional support: 
  • For the parent's second or more children attending a private childcare institution or daycare per calendar month, if childcare services are provided to two or more children of the same family in a municipal preschool institution, private childcare institution, or daycare,
  • Recommendations have been given by an out-of-school counseling team for a child with special educational needs for the support of whose development and organization of education and upbringing.
• Catering cost benefit in accordance with the approved catering days:
  • 2.75 euros per day for children under three years old 
  • 3.05 euros per day for a child aged three and older
