Information for taxi service providers

To provide a high-quality service and ensure the satisfaction of passengers, it is important that all taxi drivers are aware of their rights and obligations.

If the ordering of the taxi service and the calculation of the taxi fare isn’t done through a taxi app (i.e. a classical taxi), the driver is obligated to:

  • place their service provider card on the vehicle’s dashboard in a place visible to the passenger
  • switch on the taximeter at the beginning of the journey. If the passenger orders a taxi outside the service area, the taximeter may be switched on at the border of the service area by agreement with the passenger.
  • give the passenger a printed receipt that includes the name and registry code of the carrier, the registration number of the vehicle, the date of provision of the service, the start and end time, the length of the journey, the fares and discounts used, the volume and cost of the provided service across all the fares and discounts used, and the total cost.
  • inform the passenger about the driver’s first and last name, photo, the number of their service provider card and the maximum cost of the journey (taxes included) before the journey. If the destination of the journey has not been specified beforehand, the carrier must inform the passenger about the price components and the tariff or any other basis of the fare so that they can accurately calculate the final fare.
  • provide the passenger with a summary of the journey that includes the driver’s first and last name, the number of their service provider card, the vehicle registration number, the date of the journey, the start and end time of the journey, the starting point and destination of the journey, total journey time and the final fare.
  • provide transport services if the taximeter or printer is faulty
  • own or use any additional equipment that can alter the reading of the taximeter.
  • All vehicles used for providing taxi transport services must be entered in the motor register and pass a technical inspection.
  • Passengers may be served from a taxi stand and taxis may use the public transport lane for providing the service if the vehicle is equipped with a roof sign. The name of the carrier (or a trademark owned or used by the carrier under legal protection according to § 5 of the Trade Marks Act) must also be visible on the right side of the vehicle.
  • If the ordering of the taxi service and the calculation of the taxi fare isn’t done through a taxi app (i.e. a classical taxi), the vehicle used for providing the taxi service must be equipped with a taximeter, a price list and a printer. The vehicle must include a taximeter, a price list and a printer even if the vehicle is to provide taxi services from a taxi stand.
  • It is forbidden to install a roof sign, a taximeter and a price list on a vehicle that doesn’t have a valid vehicle card. As an exception, a roof sign, a taximeter and a price list can be installed for a technical inspection of the vehicle if an application for a vehicle card has been submitted beforehand. If the technical inspection reveals that the vehicle is in good condition, the roof sign and the price list must be removed and cannot be set up before the vehicle card has been issued. If the vehicle does not pass technical inspection, the roof sign, taximeter and price list must be removed.
  • It is forbidden to set up equipment that is similar to a roof sign, a taximeter or a price list. It is also forbidden to provide taxi services with a vehicle that uses equipment similar to a roof sign, a taximeter or a price list. If the ordering of the taxi service and the calculation of the journey fare is done through a taxi app, the electronic device that is used for providing the service is not considered equipment mimicking a taximeter.
  • If the driver is not currently providing taxi service, the roof sign must be removed. If the roof sign is placed on the vehicle, the driver is considered to be providing taxi service.
  • Taximeter adjustment involves installing a taximeter that has passed a metrological inspection in accordance with the requirements of the Metrology Act, regulating the taximeter as well as monitoring its readings. It also involves sealing the connections of the taximeter that allow altering of the readings, which is done by a person whose competence has been assessed in accordance with § 5 of the Metrology Act and who has a proper certificate certifying competence.
  • According to the regulation No. 20 Tallinn Taxi Service Requirements (adopted on 15 October 2015) issued by a municipality or city council, vehicles used for providing taxi services in Tallinn must meet the requirements stated in § 2.

Obligation to submit documents

The carrier is obligated to ensure that the driver of a public transport vehicle submits the following documents to a police officer (or any other official with a right to inspect):

  • a taxi driver’s service provider card, if required
  • a taximeter adjustment certificate if the ordering of the taxi service and the calculation of the taxi fare isn’t done through a taxi app
  • an employment contract or any other contract that proves their employment, or a excerpt written by the employer (if the driver and the carrier are different people)

The requirements are based on the Public Transport Act.
