Issuing vital statistics certificates and certified copies of vital records

Which duplicate certificates of births, deaths and marriages do we issue?

  • certificates of births,
  • certificates of deaths,
  • certificates og marriages,
  • certificates of divorces,
  • certificates of changes of name.

Vital statistics certificates are issued to you or to your underage child or a person in your guardianship.

A certificate of family event is also issued to the representative. The representative must prove his authority to represent.
Vital statistics certificates concerning the deceased are only issued in the event of the applicant's legitimate interest.
The applicant does not need to submit a paper certificate to the Estonian or local government if the vital statistics information pertaining to them (birth, death, marriage or divorce) has been entered in the population registry. State authorities or local government authorities checks your marital status data from the population register.

In which languages ​​do we issue certificates?

  • A duplicate vital statistics certificate (except for a name change certificate) can be issued in Estonian, English, German or French as desired.
  • CIEC certificate - a document certifying birth, marriage or death can be issued as a multilingual extract. CIEC certificates are recognized by countries that have joined the convention without legalization or similar formal requirements and without  translation. In addition to Estonia, members of this convention are: Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Spain, Netherlands, Croatia, Italy, Lithuania, Luxembourg, Macedonia, Moldova, Montenegro, Poland, Portugal, Romania, Spain, Germany, Serbia, Slovenia, Switzerland and Turkey.
  • Multilingual standard form - a multilingual translation form is added to the Estonian birth, marriage or death certificate. A certificate can be used in the member states of the European Union.

Certificates are issued on paper or in encrypted form (digitally).

If you wish to receive an encrypted (digital) certificate, you must be certain that you will be able to use it, as it will be in the form of a .pdf file bearing a public servant's digital signature. When printed out, there is no official signature or stamp.
