Ideas for Mustamäe's Participatory Budget
Out of Tallinn's participatory budget, 130,872 will be given to Mustamäe for use in 2022. As per the expert committee's decision, fourteen ideas will be put to the vote in Mustamäe District.

Light up the Lamekas sledding hill with the help of the sun! Proposal to set up two to three lampposts that run on solar power around the hill. It doesn’t drive up daily electricity consumption for the city and the lighting could operate on a timed schedule. This should also ensure that the energy received during poor weather is enough for each night. Implementing this project would perhaps attract more children to the sledding hill and contribute to their exercise habits. The place could also be inspected every autumn and if necessary, any larger rocks that might hurt the sledders can be removed with heavy machinery. Another subject is, of course, opportunities to park around the hill for non-residents of the city. This would be a future potential development to the region, because no other sledding hills around Mustamäe are as good as this one.

Fix up the Kadaka Forest Park! The proposal would include installing lights and tidying up the paths in Kadaka Park in Mustamäe. The park would keep its original purpose as a place for hiking and the focus would be more on general landscaping, in contrast to Männi Park, which is intended for more active activities. The vegetation shouldn’t be trimmed often as the taller grass fits well in the park; the golf course look is rather unappealing. Insect pollination fields and more shrubs could also be considered to make the park more interesting than just grass and pines. Adding benches with backrests would also be beneficial.

Take a book, give a book! The idea is to create book exchange lockers in Mustamäe Park, where people can take a book to read and leave one from their own collection. Residents want to explore new books that they might not be able to read or buy otherwise. In addition, they won’t have to worry about the return date because you can keep the books taken from there! If you want to get rid of a few books on your shelf, you can bring them to the book exchange locker so they can find a new owner to enjoy them.

A free drinking fountain to help refresh you and your pets in a green area! Drinking fountains with a beautiful and unique design could be installed in the parks and more crowded areas of Mustamäe. These are important for providing relief on a hot summer day for the elderly, runners and pet owners alike. London has red phone booths, why not have drinking fountains in Lasnamäe to give the area a signature feature. The fountains should be designed so that they can be drunk from safely and hygienically, while bottles can also be filled with ease (e.g. a faucet on the side). With this proposal, new seedlings could be planted in Mustamäe to replace trees previously cut down in order to leave a green environment for the residents. Possible to implement in the Kadaka region, for example.

The elderly are bored, they want to play chess or draughts with each other, but there are no tables to play on. Proposal to add tables in public areas for older people to play chess, dominos and draughts outside. Possible locations: Sääse Street or different parks

Take full control of your bike! A specially built field would contribute to the development of bicycle sports in Tallinn. It could also be used for parkour training. Light and all kinds of glowing objects lift the mood during the dark times of the year. Sculptures and illuminated interactive objects could be placed in Männi Park. Illuminated objects could partly receive electricity from solar panels, so the cost would be more reasonable and the light could sustain itself for around four to six months. Installations could be located along the driving road, not in the middle of the park, so the squirrels and birds nesting there could live peacefully and not be disturbed by excessive light and crowds. Sculptures were placed in Männi Park last year and it was a positive experience. There could be more of them this year and some could be interactive/tactile, such as the illuminated swings at the ‘Light Walks’ festival in Kadriorg. Located in Männi Park

Sütiste Forest is a favourite location among Mustamäe residents for resting and sports, where a health trail will be constructed soon. In order to encourage training in fresh air, we wish to build a public outdoor gym at 21 Tervise Street consisting of a large street workout device and training equipment with adjustable weights of the same quality and comfort as good indoor gyms, with the caveat that training can be done in fresh air. The location can be accessed well and has parking and a sports centre with other necessary services. Located at 23. Proposal to build bicycle shelters in Mustamägi. Some citizens do not have the opportunity to store their bikes in a storage room or apartment, so bicycle racks would be a good solution. This would lead to greater physical activity among citizens, which in turn would promote a healthier lifestyle. A fully fledged urban environment equals citizens who are better off, and a well-thought-out urban environment and infrastructure equal a fully fledged society.
