Ideas for Nõmme's Participatory Budget

Out of Tallinn's participatory budget, 114 934 euros will be given to Nõmme for use in 2022. As per the expert committee's decision, fourteen ideas will be put to the vote in Nõmme District.

  A observation platform/recreational area in Nõmme Centre (Nõmme1)

The viewing area of ​​Nõmme Centre consists of pleasant hang-out areas located around the pedestrian bridge of Nõmme Market. Here you can get on a swing, have a picnic, work in an outdoor office or simply take in the view. This proposal includes observation platforms at each end of the bridge, the construction of wooden terraces for picnics and leisure and elements for children (climbing orbs, sandboxes) placed between them. The area would be supplemented with sunshades and umbrellas, hammocks between the trees and exhibition frames on the Nõmme Centre side of the bridge. Located at T17 and T18 Ehitajate Road. Vision for a K50 ski jump hill at the Nõmme Ski Jumping Tower (Nõmme10)

This solution offers to breathe new life into the melancholy ski jumping tower located on Nõmme Hill, giving it new value as a an entertainment locale. An extended platform which can be reached by lift and staircase has been conceptualised for the highest floor of the ski jumping tower. When the idea is realised along with athletes, the residents of the region and anyone else interested can turn their gazes to the horizon. The idea has been proposed with architecture that preserves the function of the ski jumping tower as a sports facility. This is important because it helps to preserve the landmark, increases its value and offers the residents of Nõmme a cool tourist attraction. A cone-shaped stage in Vabaduse Park as a symbol of Nõmme (Nõmme11)

This cone-shaped forest stage is inspired by the symbol of Nõmme: the pine cone. Its natural shape emphasises the individual character of Nõmme. The stage consists of interconnected wood-covered ‘armour plates’, which form a sound chamber with excellent acoustics. Tirdi Recreational Park in Pääsküla (Nõmme15)

Green area for walking and sitting, also suitable for the elderly and dog owners. From the park, you can walk along the clean road by the bog. This would give local residents the opportunity to go for a walk near their homes. The area should be provided with lighting and areas for grilling. Protecting the edges of park forests from parking (Nõmme17)

Let’s prevent illegal parking in green areas, especially in parks. To do this, fences are planned to be installed around the area in the form of hedges or round posts which are environment-friendly or made from saturated wood and prevent cars from driving into the park.

Open apiary in Nõmme (Nõmme2)

Nõmme could have a beehive, which could make urban beekeeping more popular, train adults interested in beekeeping and be a partner for schools in the field of nature education for young people. The value of this idea lies in it enabling synergy between fields. The idea of ​​the open apiary combines the fields of urban environment, life-long learning, environmental protection and nature education for young people. An additional resource from the project would be honey, which could be distributed to kindergartens. Possible locations for them could be roofs of schools or kindergartens or Harku and Pääsküla Bog.

Safe across the road at Nõmme Health Centre! (Nõmme22)

Proposal to reorganise parking between Nõmme Health Centre and the railway station in order to ensure the safety of pedestrians. There are many cars on the railway street in the morning and children often have to wait at and run across the road towards the railway station. A pedestrian crossing and traffic reorganisation would help greatly increase safety of pedestrians. Located at the area between Jaama 11, 14 and 18.

Bicycle houses and racks at Nõmme public transport stops (Nõmme23)

The Nõmme district is a garden town, where the public transport stops often aren’t in front of homes. In order to make public transport more pleasant, the final kilometre home must also be comfortable. Therefore, I offer up the idea of ​​building a bicycle shelter at all Nõmme train stops and bicycle racks at all bus stops (e.g. Bikeep), so people can better choose their means to go to school, work or the shop. For example, Laagri Railway Station is in need of a well-guarded bicycle rack. Why not also add an awning to it, as was done for the new bicycle storage location next to the Old Pääsküla bus stop?

Playground for children and young people near their homes in Pääsküla (Nõmme30)

Safe playground under the pines of Pääsküla. Proposal to build a playground near Pääskula waste station on the Raba Street side. The children living there have no place to play except in the middle of the road because the only playground is across the street on Vabaduse Avenue, which is not safe for children to cross alone. The idea would help to ensure an active lifestyle for children under the pines of Nõmme. Located between Kärbi and Raba streets

Tallinn poetry trail in Haabersti district (Nõmme34)

Tallinn poetry trail: Fragments of 30 poems from current Estonian poets that cover the entire Hanseatic city. These are vital small moments which offer an opportunity to pause in the middle of the whirling storm of the metropolis and get out of the routine pace of life at least for a moment. It’s like a cultural health trail, which gives people activities and a reason to discover neighbourhoods they may not have been to before. The trail is most comfortably accessible on foot, by bike or using public transport.

Fitness campuses for Hiiu Stadium and the Nõmme Sports Centre Health Trail (Nõmme7)

The health trails of Nõmme Sports Centre, which are also located at Hiiu Stadium, are very popular among the citizens of Tallinn. They are visited more than 500 thousand times every year. In order to encourage training in fresh air, we would like to build a public outdoor gym at 2 Tervise Street, which consists of large street workout machines and workout equipment with adjustable weights of the same quality and comfort as good indoor gyms, with the caveat that training can be done in fresh air. Glehn Promenade (Nõmme8)

Let’s build the Glehn promenade which runs from the centre of Nõmme to the castle! Proposal to turn the roads, trails and curbs leading from the Glehn statue in Nõmme to the castle and the park into a unified representative promenade. The promenade would contribute to the following objectives: in the current thematic plan of the Nõmme-Mustamägi landscape protection area and in the recently established general plan of Nõmme, the route of the promenade is planned as a light traffic road; the promenade would connect the upper part of the cliff to the landscape protection area and create discernible access to Glehn Castle and Park from the centre of Nõmme; it would ensure a comfortable and safe journey for public transport, pedestrians and bicycle users; and it would improve the walking opportunities of the residents of the area and the ability to find and use Glehn Castle, the park and the observatory. The design of the promenade would tell the story of the formation of Nõmme. The promenade is designed as a serpentine road of variable width that blends into the landscape above the existing forest path.
