District Council ChairmanThe District Council supports and influences the life of the local community and the development of the district. The District Council:
- participates in designing the development plan and budget strategy of the local government unit by presenting positions, giving opinions and making proposals;
- gives opinions on the budget of the city;
- takes a position on all issues concerning the operation of the municipality in the territory of the district or the local living arrangements and makes proposals to the extent stipulated in legislation;
- coordinates building projects, thereby shaping the urban space;
- makes initiatives for the City Council or City Government to discuss local life issues and adopt, amend or repeal legislation.

In 2023, the Tallinn City Centre Administration offers internship opportunities for up to two students:
- 1 in the City Environment Landscaping Department (vocational school students)
- 1 for a secretary job in the Administration Department

Information about activities and decisions for which procedural restrictions are not applied is published here (clauses 11 (3) 4), 5) and 7) of the Anti-Corruption Act). Procedural restrictions will not be applied and a notice must be published:
- if the replacement of an official is not possible as a person meeting the requirements for the replacement could not be found;
- in regard to actions or decisions with which the institution performing a public task ensures the organisation of its work, with the exception of service-related decisions;
- in a city institution if, taking into account the specificities of the local government unit, the application of the procedural restrictions would be unreasonable from the point of view of public interest.
Non-application of procedural restrictions
The City Centre District Administration has not applied procedural restrictions in the following cases:
- On 6 February 2023, the Tallinn City Centre Administration entered into a lease agreement no. 3-23-318/10 with Monika Kaukanõmme for the use of the surface of a building belonging to the city of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer for this purpose on the green area at Kiikri 2a in the period from 20 February 2023 to 5 March 2023.
Signing the agreement did not apply to the procedural restriction on the basis of clauses 11 (3) 5) and 6) of the Anti-Corruption Act.
- On 6 February 2023, the Tallinn City Centre Administration entered into a lease agreement no. 3-23-315/10 with Monika Kaukanõmme for the use of the surface of a building belonging to the city of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer for this purpose on the green area at Torupilli ots 3b in the period from 20 February 2023 to 5 March 2023.
Signing the agreement did not apply to the procedural restriction on the basis of clauses 11 (3) 5) and 6) of the Anti-Corruption Act.
- On 16 September 2021, the Tallinn City Centre Administration entered into a lease agreement no. 3-21-9927/13 with Monika Kaukanõmme for the use of the surface of a building belonging to the city of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer for this purpose on the green area at Koidu tn 112 in the period from 16 September to 18 October 2021.
Signing the agreement did not apply to the procedural restriction on the basis of clauses 11 (3) 5) and 6) of the Anti-Corruption Act.
- On 16 September 2021, the Tallinn City Centre Administration entered into a lease agreement no. 3-21-9921/11 with Monika Kaukanõmme for the use of the surface of a building belonging to the city of Tallinn, on the basis of which it is allowed to display advertising for a fee and to install an advertising trailer for this purpose on the green area at Torupilli ots 3b in the period from 16 September to 18 October 2021.
Signing the agreement did not apply to the procedural restriction on the basis of clauses 11 (3) 5) and 6) of the Anti-Corruption Act.
