Analysis of the politics of music

In 2022, Tallinn was given the title of UNESCO Music City and, as a result, joined a global network of more than 50 music cities. Tallinn’s goals and planned activities are discussed in detail in the document ‘Tallinn Music Strategy 2022-2025’. At the request of the community, in relation to the title, it’s important to map out the operational mechanics of the city of Tallinn and how they intersect with the music community. Also, to realise the planning of several thematic programmes, it’s necessary to map out the needs of the people active in the community and analyse how Music City Tallinn can connect with them.
The analysis of Tallinn’s politics of music has two sections. The first section gives an overview of how Tallinn connects to the city’s music life through the politics of various fields, including as an event organiser, manager of cultural establishments, supporter of cultural projects, designer of the city space, administrator of properties and as a cooperation partner. The second part of the analysis gives an overview of the results of the mapping of the needs of the people in the community, including the topics of concert life, new creations, competitiveness of the music business and music technology. At the end of the second part, there is an analysis of designing and managing a music city as a cooperation platform.
