Tallinn Cultural Strategy 2035

The city’s development strategy Tallinn 2035 describes the future of Tallinn that the entire city government is working towards. City culture plays an important part in the development strategy because culture creates well-being for citizens and influences the development of the city.

Tallinn’s cultural spaces foster creativity. Here we value innovation and willingness to cooperate. The atmosphere is inspiring and without prejudice. There is a constant dialogue between competent specialists working in the cultural field and local and international creators. Several areas (city planning, education and youth work, social welfare and health and healthcare) take into account the opinions of artists and cultural entrepreneurs.


The open and innovative city combines different values, movements and expressions. The city has created opportunities for every citizen to participate in self-actualisation and creative activities. Communities are actively promoting cultural life in their neighbourhoods. Tallinn, as the capital of Estonia, ensures that the environment and the means to develop the field exists, increasing the city and country’s visibility in international competitiveness.

Tallinn values its rich historical and cultural heritage, both tangible and spiritual. The Old Town, historic buildings, monuments and parks are in great condition. Works of art and museum objects are prominently displayed in modern memory institutions. The tradition of the song and dance festivals offers the chance for newer generations of dancers, singers and festival guests to participate in and experience it.

The field is heavily contributing to achieving the strategic goal of a ‘Creative World City’ and greatly contributing to achieving the strategic goals of a ‘Kind Community’ and ‘Friendly City Space’.
