Supervision

While keeping the pet one should consider the interests of the fellow citizens, guarantee their safety and save wildlife – many protected species live and grow in Tallinn whose survival is threatened by unattended pets. The pet should be kept under control in the city room, it should not let out on its own and all traces of the activity of the animal (excrements, hair wisps after combing, scratching traces) should be cleaned. The dog’s excrements should be thrown to the closest garbage can as packed into the plastic bag. The cat should not use the sandbox of children nor neighbour’s flowerbed as the toilet.

The following legal acts should be followed in keeping the pet:

The regulations for keeping cats and dogs in Tallinn establish the rules for keeping dogs and cats in the City of Tallinn. The following of the regulations is supervised by Tallinn Municipal Police Department, by settling for example the following problems: uncollared dog with owner elsewhere than in homeyard or in the dog walking area, uncleaned excrements, the pet regularly let outdoors without supervision and swimming of the dog on the beach;

The Animal Protection Act regulates the protection of animals against such action or omission of the human being which endangers or might endanger the health or welfare of the animals. The supervision over the law is organized by the Agriculture and Food Board as well as Police and Border Guard Board. Police should be notified of in case you eyewitness the beating or other torturing of the pet or hear it through the walls of the apartment. Also, police should be contacted, if you have found the deserted animals (e.g. kittens left to the forest with cardboard box) or if you eyewitness the abandonment of animalssuper

The requirements for keeping the pets handle the conditions for keeping the pet, including dog, cat, rodent, rabbit, cage fitch, cage bird, reptile, amphibian, aquarium fish and invertebrate, including the room for their keeping. Supervision is organized by Veterinary and Food Board. Board should be addressed, if you have noticed a pet (incl bird or reptile) kept in poor conditions – the pet is not fed enough, it is too skinny, necessary treatment is not guaranteed for the sick animal or the pet’s room is too small (incl dog has a too short chain around its neck).
