Housing provided by the city
Municipal housing is provided:
- to citizens in need of social assistance, whose need for assistance has been previously assessed by the city district social welfare department - see Provision of dwelling;
- essential city workers (i.e. teachers, care workers, cultural workers, rescue officers, police officers) - see Municipal housing;
- for temporary residence for those people whose home has become uninhabitable due to an emergency - see Municipal housing.
Housing provided by the city is a temporary support measure that provides support to a city resident in difficulty and their family for a certain period.

Accommodation security service (aka social housing) is part of the social services provided by the city. It is available to residents who, because of
their socio-economic situation or disability, are unable to provide their own accommodation.
Social housing is granted for a maximum period of three years, after which a new assessment is carried out.
In the course of the assessment, a social worker from the social welfare department of the City District Government will talk to the person about various issues related to daily living, in order to learn the person's concerns and obstacles to independent living.

Modification, termination of leases
Here you will find application forms for changing or terminating a lease agreement with the city.
Already concluded lease agreements are valid until the end of the term. A lease agreement expiring before 30 April 2026 can be extended if the same grounds exist as for providing the dwelling for use. A person must submit an application to the Tallinn City Property Department to extend the contract.
Starting from 1 May 2026, the new Tallinn procedure for providing city housing will be applied when renting the dwelling for use, i.e. the extension of the lease agreement will not take place on the current basis.
In the case of contracts expiring after this date, the dwelling can be provided for use if the need for a housing guarantee service has been identified during a comprehensive assessment of the need for assistance or if the dwelling is provided for use under special procedures of the city government, i.e. to employees necessary for the city.
The procedure for providing city housing and extending contracts for employees necessary for the city will not change at the moment, because the use of their dwelling is regulated by the regulations of the Tallinn City Government, which will continue to apply as before. However, starting in 2027, applications for the extension of a residential lease must be submitted to the Tallinn City Property Department.
Tallinn's second housing programme
The city of Tallinn supports the accommodation of employees necessary for the development of the city in the municipal housing built for this purpose. The housing built by Tallinn's second housing programme is intended for employees of city-run agencies, rescuers, police officers, doctors and nurses.
