Apartment associations to receive support for district heating connections and elevator installations
Starting this year, Tallinn is directing apartment association support funds towards activities that contribute to the sustainable renovation of apartment buildings and courtyards. The changes also simplify the application and processing of support grants. In total, the city will allocate over €2.4 million in support for apartment associations.
"The new measures focus on lowering energy costs for buildings and reducing their climate impact. That’s why we are prioritizing connections to district heating, upgrading heating substations, and introducing fuel-free heating solutions in areas without district heating. Additionally, we aim to simplify and accelerate the grant allocation process," said Tallinn Mayor Jevgeni Ossinovski. "As a new initiative, we will also start supporting the installation of elevators in apartment buildings."
The new support system is divided into two main categories: "Hooned korda (Renovate Your Buildings)" and "Hoovid korda (Renovate Your Courtyards)." Apartment associations must contribute 50% of the costs for all supported activities.
The "Renovate Your Buildings" support focuses on developing district heating and heating systems, as Tallinn’s 2024 greenhouse gas inventory indicates that district heating significantly reduces emissions. Grants are available for transitioning to emission-free heating solutions (such as heat pump systems) in areas where district heating is not accessible. Additional support is available for comprehensive renovation planning, district heating connections, upgrading heating substations, and installing new elevators to improve accessibility. The budget for the "Renovate Your Buildings" program is €1,710,000, and applications will be handled by the Green Transition Bureau of the Tallinn Strategic Management Office.
The "Renovate Your Courtyards" support focuses on creating climate-resilient green spaces, natural stormwater drainage systems, and permeable pavement solutions. Funding remains available for bicycle and waste storage facilities, underground waste containers, playgrounds, and security cameras. The budget for the "Renovate Your Courtyards" program is €715,000, with applications processed by district administrations.
Several previous grant categories have been discontinued, including funding for audit follow-ups, fire safety improvements, facade renovations, training programs, electric vehicle charging infrastructure, parking lots, asphalt resurfacing, fence installations and green transition. The previous "Green Courtyard" support activities have now been integrated into the "Renovate Your Courtyards" program.
