City approves detailed planning for quarter between Solaris and Kaubamaja
The City Government has approved a detailed planning for the quarter bounded by Estonia Boulevard, Kaubamaja Street, Rävala Boulevard, and Teatri Square in the city centre.
Deputy Mayor Madle Lippus remarked on the long process for this planning decision in the city centre, noting its significance in granting construction rights for both residential and commercial densification. "For the city’s development, it's vital to keep a mix of diferent functions in the city centre, integrating residential and commercial spaces while ensuring equal access for all. The plan's inclusion of a new street traversing the quarter, connecting Rävala Boulevard with Estonia Boulevard, will significantly improve accessibility in the city centre. In planning the streets of this area, we've focused on creating a space that is both presentable and welcoming to pedestrians," explained Lippus.The detailed planning aims to revitalize the quarter surrounded by Estonia Boulevard, Kaubamaja Street, Rävala Boulevard, and Teatri Square, emphasizing local identity and creating a pedestrian-friendly environment. Additionally, the plan includes creating layered green spaces including along the internal street of the quarter and near the planned square at the corner of Rävala Boulevard and Kaubamaja Street. The plan also encompasses container gardening, as well as greenery on balconies and rooftops. The total area for this project spans 3.34 hectares.
An architectural competition was held for the plan, won by KOKO Architects. Their winning design is included in the detailed planning as illustrative material. The architectural competition's winning design aligns with the approved detailed planning.
