City Government approved the detailed planning for the Telliskivi properties and the expansion of Jakob Westholm school
The City Government has approved the detailed planning for properties located in Põhja-Tallinn at Telliskivi Street 62 and 64, at A. Adamson Street 12 in the city centre, along with adjacent properties at Kevade Street 8. Additionally, the detailed planning for properties at Apteegi Street 3, 5, 7, and 9 was initiated.
Deputy Mayor Madle Lippus emphasized the importance of consistent progress in detailed planning for guiding Tallinn's development. " When planning urban spaces, we prioritize creating an environment that encourages eco-friendly transportation options while ensuring easy access to essential services. In the detailed planning of the so-called Depoo area, Reisijate Street is significant, designed as a local street and green corridor, providing convenient mobility options. Architectural competitions will be organized for all newly planned buildings and Reisijate Street, and everyone is welcome to participate in the upcoming public display of the detailed plans," noted Lippus.The planned area in Põhja-Tallinn is located between Kopli, Telliskivi, and Reisijate Streets, close to Telliskivi Creative City and Balti jaam, covering a total of 3.12 hectares. Currently, the area houses part of the Balti jaama market and street food area, with various businesses and entertainment venues operating in the buildings. The area is a former Baltic Railway factory site, where the main factory was expanded in 1873-1874, including the construction of a six-stall locomotive depot and workshop, with mostly preserved limestone walls along with later extensions.
The aim of the planning is to create five commercial land plots with the purpose of development for the properties located at Telliskivi Street 62 and Telliskivi Street 64, as well as Reisijate Street 7 and 9. These plots will be granted the right to construct commercial buildings with a total of four to seven above-ground and two underground floors, as well as one to nine above-ground and two underground floors. Additionally, there are plans for the renovation and expansion of the heating plant and depot building.
The City Government also approved the detailed planning of the 1.09-hectare property located in the city centre, consisting of A. Adamson Street 12 and Kevade Street 8, along with its surrounding area. The aim is to create conditions for improving educational opportunities and expanding the existing Jakob Westholm school in its historic location. It is also intended to design buildings on the property at A. Adamson Street 12 that are in harmony with the surroundings
"This is a planning that has been eagerly awaited by various city institutions and the Jakob Westholm school for a long time. The planning will be based on the outcomes of an architectural competition. We aim to expedite the process to promptly address the school’s urgent space requirment," Lippus added.
During the development of the detailed planning in 2021-2022, a design competition for the expansion of Jakob Westholm school was held, serving as the basis for the architectural concept of the detailed planning. The competition was won by the work titled "Jacob" by the company AB Ansambel. Based on the winning entry, the potential spatial program for the new school building, including the actual space requirements, was determined.
Furthermore, it was decided to initiate the detailed planning of the properties at Apteegi Street 3, Apteegi Street 5, Apteegi Street 7, and Apteegi Street 9. The area in the city centre is situated near Raekoja Square, along Apteegi Street, covering a total of 0.10 hectares. The aim of the detailed planning is to provide building rights for Apteegi Street 3, 5, 7, and 9 properties for the construction of residential, social, and commercial buildings with up to 4 and 5 above-ground floors and up to two underground floors. Additionally, the planning intends to establish general land use conditions and outline principles for landscaping, green areas, parking, and technical infrastructure.
