Construction of Kadaka puiestee viaduct to begin in July
On Wednesday, July 3, construction will begin on Kadaka puiestee to replace the current deteriorating overpass with a new viaduct. This project aims to ensure a safer traffic environment for all road users, including pedestrians, cyclists, and vehicles. The construction will result in changes to traffic arrangements and public transport operations.
"The Kadaka puiestee viaduct, built in 1970, has reached the end of its service life and will undergo reconstruction based on recommendations from the Consumer Protection and Technical Regulatory Authority," clarified Deputy Mayor Pärtel-Peeter Pere. "This is a complex and time-consuming project. We ask for patience and understanding from residents and urge them to follow temporary traffic arrangements."During construction, Kadaka puiestee will be closed to traffic between Kalda Street and Tähetorni intersection, and the viaduct will be closed to both vehicles and pedestrians. Signage will be installed to guide pedestrians and cyclists. For travel from Nõmme to Mustamäe, it is recommended to use Tammepärja, Särje, and Tähetorni streets. Drivers in Nõmme can use Pärnu maantee and Vääna Street for detours, while those in the Kadaka puiestee area can use Õitse and Kalda streets.
Due to the reconstruction work on Kadaka puiestee, bus routes 10, 20, and 20A will be diverted via Tähetorni Street, Pärnu maantee, Kalda Street, and Hommiku Street.
Bus line No. 10 towards Vana-Pääsküla: Pärnu maantee, Laane Street, Hommiku Street, and Kadaka puiestee. Stops Pidu, Vääna, Tähetorni, Kadaka puiestee, and Kalda will be skipped. On the modified route, stops will be made at Salve and Kivimäe jaam. Towards Väike-Õismäe, stops Kalda, Kadaka puiestee, Tähetorni, Vääna, and Pidu will be skipped. On the modified route, stops will be made at Hommiku (on Hommiku Street), Laane, Kivimäe jaam, and Salve.

The project’s first phase will involve demolishing the old viaduct, with the construction of the new viaduct and utility networks beginning in August. Road construction will start at the end of the year. Access for residents and businesses on Kalda Street will be maintained throughout the construction period.
Existing trees will be protected during construction by securing boards around their trunks. A total of 68 trees and seven shrubs will be removed, mainly young pines but also some deciduous trees. The landscaping work will include planting 49 new trees: eight silver lindens, five common oaks, five Japanese larches, and 31 Scots pines.
The construction work is being carried out by Atemo OÜ on behalf of the Tallinn Urban Environment and Public Works Department, with project supervision by TPJ Inseneribüroo OÜ. The contractual cost of the construction is approximately 1.85 million euros, with nearly 134,000 euros co-financed by AS Tallinna Vesi for the construction of water and sewer pipelines (amounts exclude VAT).
The Kadaka puiestee viaduct is expected to reopen to traffic by the end of the year, with asphalt and landscaping work continuing in spring 2025. The project is scheduled for completion by February 3, 2026.
