Due to the construction of the second phase of the Vanasadama tram line, which will begin in April, changes will be made to 27 bus routes. From 4 April to 31 May 2023, buses 1, 2, 8, 9, 11, 14, 18, 18A, 20, 20A, 23, 29, 31, 34, 35, 38, 40, 44, 46, 48, 51, 55, 60, 63, 67 and 68 will be rerouted and bus 15 will change.

From 17 April to 31 May 2023, traffic on tram lines 2 and 4 will be interrupted, tram line 6 Kopli–Tondi will be temporarily opened for this period and the routes of bus lines 15 and 58 will be changed to partially substitute the interrupted tram lines.

Viru stop on Pärnu maantee towards Narva maantee temporary stop: Bus lines 14, 18 and 18A will make their final stop on Pärnu maantee after the Drama Theatre (no more departures from the Viru Keskus bus terminal). Connections to lines 5, 20, 20A, 36, 73 are possible at the Viru stop. 

Estonia stop area at Theatre Square lines 3, 9, 11, 15, 16, 17, 17A, 23, 31, 54, 55, 67, 68. Kaubamaja stop on Kaubamaja tänav for trolleybus lines 1 and 3 and bus lines 2, 11, 42, 46. On the side facing Kaubamaja No. 3, 31, 46, 55. 

From the Viru Keskus bus terminal, routes 1, 29, 40, 48 will depart and their final stop will be A. Laikmaa tänav, together with the county lines. On those lines, only the route towards the city centre will change. 

Information material with temporary route descriptions and routing plans will be placed at bus stops with modified routes. There may be delays on the diverted routes and the walking distance to the bus stops may increase in the city centre. Changes to Tallinn public transport routes in the period 4 April to 31 May 2023: 

Bus line No. 1 will not change its route in the direction of Viimsi Keskus. In the Viru Keskus direction, the bus route is as follows: Narva maantee, F. R. Kreutzwaldi tänav, Tartu maantee, Rävala puiestee, A. Laikmaa tänav, the modified route will include a temporary stop in front of the buildings at F. R. Kreutzwaldi tänav 10 and 22, a stop at Tornimäe and a final stop at A. Laikmaa.

Bus line No. 2 in the direction of Mõigu goes: Rannamäe tee, Toompuiestee, Kaarli puiestee, Estonia puiestee, Kaubamaja tänav, Rävala puiestee, Tartu maantee, the modified route will start at Balti jaam on Toompuiestee, stop A. Adamson, Vabaduse väljak, Estonia and Kaubamaja. In the direction of Balti jaam: Rävala puiestee, Kaubamaja tänav, Estonia puiestee, Kaarli puiestee, Toompuiestee, Rannamäe tee, the modified route will stop at Kaubamaja, Estonia, Vabaduse väljak, Tõnismägi, Hotel Tallinn, Toompark and the final stop at Balti jaam.

Bus line No. 8 in the direction of Viru Keskus goes: Narva maantee, Mere puiestee, Ahtri tänav, the modified route will make a stop at Hobujaama at Narva maantee, Mere puiestee and a final stop at Ahtri. In the direction of Äigrumäe: Ahtri tänav, Reidi tee, Tuukri tänav, Petrooleumi tänav, Narva maantee, on the modified route there will be a temporary starting stop on Ahtri tänav next to the Hobujaama car park and a temporary stop in front of Tuukri tänav 48.

Bus line No. 9 in the direction of Kadaka: Gonsiori tänav, left turn to F. R. Kreutzwaldi tänav, Tartu maantee, Rävala puiestee, Theater square, Estonia puiestee, the modified route will include a temporary stop in front of F. R. Kreutzwaldi tänav 22, stop Tornimäe and Estonia. In the direction of Priisle: Estonia puiestee, Theatre Square, Rävala puiestee, Tartu maantee, F. R. Kreutzwaldi tänav, Gonsiori tänav, on the modified route there will be a stop at Estonia, Tornimäe and a temporary stop in front of the building at F. R. Kreutzwaldi tänav 25.

Bus line No. 11 in the direction of Kivisilla will be replaced by Kaubamaja and will operate as follows: Estonia puiestee, Kaubamaja tänav and final stop Kaubamaja. In the direction of Kadaka: Kaubamaja tänav, Rävala puiestee, Theatre Square, Estonia puiestee, the modified route will start at Kaubamaja and stop at Estonia.

Bus line No. 14 in the direction of Viru Keskus will not operate on Estonia puiestee and A. Laikmaa tänav, the final stop Viru will be made on Pärnu maantee. In the direction of Vana-Pääsküla, the bus will start from the Viru bus stop on the way out of the city on Pärnu maantee (the starting stop at the Viru Keskus bus terminal will be cancelled).

Bus lines No. 18 and No. 18A in the direction of the Viru Keskus will not run along Estonia puiestee and A. Laikmaa tänav, the final stop in Viru will be made on Pärnu maantee. In the direction of Vana-Pääsküla: the bus service will start from the Viru stop on Pärnu maantee on the way out of the city (the starting stop at the Viru Keskus bus terminal will be cancelled).

Bus line No. 20 in the direction of the Reisisadama D terminal: Pärnu maantee, Viru väljak, Mere puiestee, Ahtri tänav, Reidi tee, Uus-Sadama tänav, on the modified route there will be a stop at Viru, Mere puiestee, Ahtri and a temporary stop at Ahtri tänav next to the Hobujaama car park. In the direction of Pääsküla station: Reidi tee, Ahtri tänav, Mere puiestee, Viru väljak, Pärnu maantee, the modified route will make a stop at Mere puiestee.

Bus line No. 20A in the direction of Viru Keskus will be replaced by the direction to Reisisadama D terminal: Pärnu maantee, Viru väljak, Mere puiestee, Ahtri tänav, Reidi tee, Uus-Sadama tänav, the route Estonia puiestee and A. Laikmaa tänav will be cancelled, modified routes will make a stop at Viru, Mere puiestee, Ahtri, a temporary stop at Ahtri tänav next to the Hobujaama parking lot and a final stop at the Reisisadama D-terminal. In the direction of Vana-Pääsküla: Uus-Sadama tänav, Reidi tee, Ahtri tänav, Mere puiestee, Pärnu maantee, the modified route will start at Reisisadama D terminal, stop Uus-Sadama, Siimeoni and Mere puiestee (the starting stop at the Viru Keskus bus terminal will be cancelled).

Bus line No. 23 in the direction of the bus station: Estonia puiestee, Theatre Square, Lembitu tänav, Juhkentali tänav, the modified route will make a stop at Estonia (no stop at Kaubamaja). In the direction of Kadaka: A. Lauter tänav, Theatre Square, Estonia puiestee, there will be no additional stops on the modified route (no stop at Kaubamaja).

Bus line No. 29 in the direction of Viru Keskus: Narva maantee, F. R. Kreutzwaldi tänav, Tartu maantee, Rävala puiestee, A. Laikmaa tänav, on the modified route there will be a temporary stop in front of the buildings at F. R. Kreutzwaldi tänav 10 and 22, a stop at Tornimäe and a final stop at A. Laikmaa. There will be no change to the route between Iru nursing home and Priisle.

Bus line No. 31 in the direction of Estonia: Gonsiori tänav, left turn to F. R. Kreutzwaldi tänav, Tartu maantee, Rävala puiestee, Kaubamaja tänav, Estonia puiestee, Theatre Square, on the modified route there will be a temporary stop in front of the building at F. R. Kreutzwaldi tänav 22, stop Tornimäe, Kaubamaja, Estonia and final stop Estonia. In the direction of Priisle: Theatre Square, Rävala puiestee, Tartu maantee, F. R. Kreutzwaldi tänav, Gonsiori tänav, the modified route will start at Estonia, Tornimäe and make a temporary stop in front of the building at F. R. Kreutzwaldi tänav 25.

Bus line No. 34 in the direction of Viru Keskus: Narva maantee, Petrooleumi tänav, Tuukri tänav, Uus-Sadama tänav, Reidi tee, Ahtri tänav, on the modified route a temporary stop will be made at Petrooleumi tänav, stop Uus-Sadama, Siimeoni and Ahtri. In the direction of Muuga garden city: Ahtri tänav, Reidi tee, Tuukri tänav, Petrooleumi tänav, Narva maantee, the modified route will temporarily start at Ahtri tänav next to the Hobujaama car park and a temporary stop in front of the building at Tuukri tänav 48.

Bus line No 35 in the direction of Viru Keskus: the final stop will be made at Hobujaama on Narva maantee. In the direction of Seli: Narva maantee, Viru väljak, Narva maantee, the modified route will start at Hobujaama on Narva maantee on the way out of the city and stop at Pronksi (the starting stop at the Viru Keskus bus terminal will be cancelled).

Bus line No. 38 in the direction of Viru Keskus: Narva maantee, Mere puiestee, Ahtri tänav, the modified route will make a stop at Hobujaama on Narva maantee, Mere puiestee and the final stop at Ahtri.

In the direction of Muuga, Ahtri tänav, Reidi tee, Tuukri tänav, Petrooleum tänav, Narva maantee, on the modified route there will be a temporary starting stop on Ahtri tänav next to the Hobujaama car park and a temporary stop in front of Tuukri tänav 48.

Bus line No. 40 in the direction of Viru Keskus: Estonia puiestee, Kaubamaja tänav, Rävala puiestee, A. Laikmaa tänav, on the modified route the final stop will be A. Laikmaa tänav. There will be no changes on the route to Balti jaam railway station.

Bus line No. 44 in the direction of Viru Keskus starts from Peterburi tee 73a, right turn to Peterburi tee, J. Smuuli tee, Punane tänav, the modified route will make a temporary start stop at the entrance tee to Peterburi tee 73a, a stop at Gaasi Peterburi tee, Vesse and Sõjamäe bog and a final stop at Hobujaama on Narva maantee. Direction P. Pinna is replaced by Gaasi: Narva maantee, Viru väljak, Narva maantee, Vana-Kuuli tänav, Liikuri tänav, Varraku tänav, Punane tänav, J. Smuuli tee, Peterburi tee, the modified route will start at Hobujaama on Narva maantee on the way out of the city and stop Pronksi, the extended route regarding Lasnamäe will stop at P. Pinna, J. Smuuli tee, Sõjamäe bog, Vesse and a temporary end stop at the entrance road to Peterburi tee 73a.

Bus line No. 46 in the direction of Väike-Õismäe, Gonsiori tänav, left turn to F. R. Kreutzwaldi tänav, Tartu maantee, Rävala puiestee, Kaubamaja tänav and Estonia puiestee, on the modified route there will be a temporary stop in front of the building at F. R. Kreutzwaldi tänav 22, stop Tornimäe and Kaubamaja. In the direction of Seli: Estonia puiestee, Kaubamaja tänav, Rävala puiestee, Tartu maantee, F. R. Kreutzwaldi tänav, Gonsiori tänav, the modified route will make a stop at Kaubamaja and Tornimäe and a temporary stop in front of the building at F. R. Kreutzwaldi tänav 25.

Bus line No 48 in the direction of Viru Keskus: Estonia puiestee, Kaubamaja tänav, Rävala puiestee, A. Laikmaa tänav, on the modified route the final stop will be A. Laikmaa tänav. In the direction of Pelguranna there will be no change to the route.

Bus line No. 51 in the direction of Viru Keskus will make its final stop at Hobujaama on Narva maantee. In the direction of Priisle: Narva maantee, Viru väljak, Narva maantee, the modified route will start at Hobujaama on Narva maantee on the way out of the city and stop at Pronksi (the starting stop at the Viru Keskus bus terminal will be cancelled).

The route of bus No. 55 will change in the city centre and in Lasnamäe, the direction to Hobujaama will be changed to Estonia. Starting point will be from Peterburi tee 73a, Betooni tänav, Panel tänav, left turn to Peterburi tee, Kuuli tänav, Punane tänav, J. Bus line No. 63 in the direction of Maneeži will be replaced by the direction of Viru Keskus, the extended route along Narva maantee will make a stop at Pronksi and the final stop at Hobujaama on Narva maantee. In the direction of Priisle: Narva maantee, Viru väljak, Narva maantee, the modified route will start at Hobujaama on Narva maantee on the way out of the city and stop at Pronksi.

Bus line No. 67 in the direction of Estonia: Gonsiori tänav, left turn to F. R. Kreutzwaldi tänav, Tartu maantee, Rävala puiestee, Teatri väljak, the modified route will make a temporary stop in front of the building at F. R. Bus line No. 15 (4 April 2023 to 16 April 2023) Viru Keskus direction will be replaced by Estonia direction, the route will be shortened and the final stop Estonia will be made at Theatre Square. In the direction of Sõjamäe: Theatre Square, Estonia puiestee, Theatre Square, Rävala puiestee, the modified route will start at Estonia Theatre Square.

Bus line No. 15 in the direction of Viru Keskus will be replaced with the direction to Estonia: Suur-Sõjamäe tänav, Ääsi tänav, Valukoja tänav, Keevise tänav, Lennujaama tee, tram turn-around point at the Airport, Sepise tänav, Lõõtsa tänav, left turn to Suur-Sõjamäe tänav, the modified route will make a stop at the Airport (tram stop platform) and the final stop at Estonia Theatre Square. In the direction of Sõjamäe: Theatre Square, Estonia puiestee, Theatre Square, Rävala puiestee, Tartu maantee, Suur-Sõjamäe tänav, Keevise tänav, Lennujaama tee, tram turn-around point at Lennujaama, Sepise tänav, Lõõtsa tänav, right turn to Valukoja tänav, Ääsi tänav, right turn to Suur-Sõjamäe tänav, the modified route will start with a stop at Estonia Theatre Square, a temporary stop next to the building at Keevise tänav 10 and a stop at the Airport.

Bus line No. 58 in the direction of Majaka põik will be replaced by the direction to Sossimägi: the route will be extended, Majaka tänav, Pallasti tänav, Tartu maantee, the modified route will make a stop at Majaka põik, Sikupilli and the final stop at Sossimägi. In the direction of Priisle: Tartu maantee, Lubja tänav, Majaka tänav, the modified route will start at Sossimägi, temporary stop at Lubja tänav in front of the building at Tartu maantee 83, stop at Majaka, Sikupilli and Majaka põik.
