Internationally acclaimed magazine Monocle has ranked Tallinn as the world’s best city for startups in its 2025 Quality of Life survey. The publication highlights Tallinn’s strong digital infrastructure, Estonia’s e-Residency programme, business-friendly environment, and affordable cost of living.

According to Monocle, starting a business in Tallinn is easy thanks to its supportive ecosystem — including help from Startup Estonia and the presence of successful tech companies that foster innovation. The city’s collaborative culture and international community also make it attractive to foreign talent.

Tallinn is described as offering Nordic-quality living without the Nordic price tag. The magazine notes affordable commercial real estate and living costs, citing average office rent at €22/m² and a cappuccino priced around €3.60.
