Simplified social transport arrangements in Tallinn
Starting January 1, 2025, social transport service users in Tallinn will benefit from a more streamlined process for booking rides, with reduced advance notice requirements.
Deputy Mayor Karl Sander Kase emphasized that the more flexible approach to organizing social transport better addresses the needs of its users: “From next year, social transport will become significantly more user-friendly. The advance notice period for on-demand rides will decrease to two days, and from 2026, it will be reduced to just one day. This change enhances mobility and ensures more equitable opportunities for participating in societal life.”
Under the agreement between the Tallinn Social and Healthcare Department and AS Tallinna Linnatransport, the advance notice period for scheduled transport services will be reduced to four working days, while on-demand rides will require only two working days. Previously, a five-day notice period applied to both services.
Additionally, the ride request process has been simplified. Previously, users could submit ride requests either through a self-service portal or via district social workers. Starting in January, rides can also be requested directly from AS Tallinna Linnatransport’s call center, via email, or through the familiar self-service portal.
Approximately 1,400 people use scheduled and on-demand transport services annually. By April 1, 2025, an additional service option will be available, allowing users to hire a travel assistant at their own expense.
