Tallinn launches international tender for new hospital design
Tallinn has announced a new international design tender for the Tallinn Hospital, the largest hospital complex in Estonia. The deadline for submissions is October 22.
The tender involves the preparation of the main project and the architectural and interior design projects for the hospital. The winner is expected to be selected by the end of this year. The estimated cost of the tender is 19 million euros (excluding VAT).Mayor Jevgeni Ossinovski emphasized the necessity of the new hospital. "The current hospitals in Tallinn are outdated, and even with renovations, they would not meet the standards of modern medicine. Therefore, we need to build a new hospital," said Ossinovski. "We can now proceed with the building's design and, in the coming months, develop a financial plan to fund Estonia's largest building investment."
The tender invites firms specializing in hospital design with extensive experience in this field from both Estonia and other countries. The public procurement will be conducted as an international design tender. In addition to evaluating the cost of proposals, the experience of the medical engineers, lead architects, and responsible specialists in hospital design involved in the project will also be assessed.
The establishment of Tallinn Hospital aims to create an integrated hospital organization, replacing the outdated buildings of East and West Tallinn Central Hospitals with a modern medical campus.
Sven Kruup, Chairman of the Board of Tallinn Hospital Development Foundation (SA Tallinna Haigla Arendus), noted that half of the current central hospital patients come from outside Tallinn and Harju County. To ensure high-quality medical care in the future, Tallinn needs a new hospital complex. "The goal of Tallinn Hospital is to build a new, modern hospital building to replace the existing old and mostly over 50-year-old buildings, close the old facilities, and transfer the current inpatient and part of the outpatient services to the new hospital. This is the only way to modernize patient care and staff working conditions, thereby improving our capacity to meet the growing healthcare needs due to the aging population in Northern Estonia," explained Kruup.
In the summer of 2021, an international design tender for Tallinn Hospital was conducted, resulting in a contract with ATIproject srl and 3TI Progetti. However, in March this year, Tallinn Hospital Development Foundation and the designer mutually agreed to terminate the contract due to dissatisfaction with the designer's work. According to the agreement, the designer handed over all project documentation and the associated copyrights to the client.
