Tallinn Mayor Jevgeni Ossinovski at the EU Capitals meeting: EU capitals need dedicated funding instruments
On January 24, Tallinn Mayor Jevgeni Ossinovski participated in the 14th EU Capitals Mayors and European Commission Summit in Warsaw. The meeting focused on increasing EU funding for capitals and improving coordination of civil protection plans.
According to Mayor Jevgeni Ossinovski, EU policies and funding instruments must recognize the critical role capitals play in addressing shared challenges and achieving EU-wide goals. "Whether it’s the climate crisis, innovation, crisis preparedness, or ensuring equal opportunities, the EU’s objectives cannot be achieved without the significant contribution of its capitals," said Ossinovski. "At the same time, all capitals have dozens of major projects that could be launched immediately if funding were available. That’s why it’s crucial to establish dedicated funding instruments for capital regions in EU funds."Similarly, cities should be included in EU programs for developing crisis preparedness. "Cities like Tallinn, Warsaw, and Vilnius are actively developing shelter networks, creating evacuation stockpiles, and drafting crisis plans. It would be sensible for the EU to provide centralized support through best practices, technical assistance, and targeted funding," Ossinovski added.
The Warsaw Declaration adopted at the meeting emphasizes that EU cohesion policy must maintain at least the funding levels of the 2021–2027 period. Discussions highlighted the key role of capitals in achieving climate goals, introducing innovation and sustainable energy solutions, ensuring affordable housing, maintaining crisis preparedness, and assisting residents during emergencies.
The mayors reaffirmed their commitment to building a secure, resilient, and prepared European Union where capitals have direct access to resources and opportunities to contribute to future development. They also called on the European Commission to allocate at least 10% of EU structural funds to capitals and metropolitan areas.
