Tallinn’s participatory budgeting open – submit your idea by 14 April

Starting today and running through 14 April, all Tallinn residents are invited to submit ideas for improving the city’s living environment.

Tallinn is a co-created city — a place where residents and city representatives shape the future together, and where everyone has the opportunity to contribute to improving their urban surroundings.

“By submitting ideas, every Tallinn resident can show what they would like to see built and where. Walk around your neighbourhood with your child or grandmother — maybe there’s a need for play areas for toddlers or basketball courts for teenagers. Or perhaps a picnic area or a fire pit to warm up around is what’s missing,” said Deputy Mayor Pärtel-Peeter Pere.

To submit an idea, fill out the online form at koosloodudlinn.tallinn.ee. Ideas can be submitted in Estonian, Russian, or English. Please describe the goal of your proposal, explain its importance, and indicate a potential location. The project must be accessible to the public and open for use.

After the idea submission period, a panel of experts will review the proposals to ensure they meet the criteria. The shortlisted ideas will be presented at public discussions in May. A public vote to determine the winning ideas will take place in September. In each district, the idea that receives the most votes from its residents will be implemented.

An online info session (in Estonian language) will take place on 31 March at 17:30 in Microsoft Teams, where the idea collection process will be explained and tips will be shared for writing and submitting proposals. Participants can also ask questions about the idea collection and the “Co-Created City 2025” process. Registration and additional information, including the submission guidelines, are available at www.koosloodudlinn.tallinn.ee.

Idea submission is open from 25 March to 14 April.

Over the past four years, 26 ideas submitted by residents have been implemented. Notable examples include the community saunas and winter swimming area by Lake Harku and a Japanese-style mini forest in Kristiine (pictured).
