United States to fund reconstruction of Väike-Ameerika Street

The Tallinn City Government has approved a decision to accept financial support from the United States for the reconstruction of Väike-Ameerika Street.

The City of Tallinn and the United States have agreed, as part of the detailed planning process, that the United States will undertake to construct publicly accessible infrastructure worth €1.2 million in the area adjacent to Suur-Ameerika Street. The city will develop public access roads, shared-use green areas, and, if necessary, reconstruct the existing sidewalk, including stormwater drainage and compliant street lighting.

Local residents had raised concerns about the loss of green space on the property at Suur-Ameerika 3 / Väike-Ameerika 4 due to the construction of the new U.S. Embassy building located between Suur-Ameerika and Väike-Ameerika streets. Community members pointed out the lack of greenery and public recreational areas in the neighborhood, prompting the United States to support the development of the area surrounding the embassy.

"Väike-Ameerika Street will be rebuilt in the next couple of years between Virmalise and Luha streets, as a new embassy building is planned for the area," said Tallinn’s Deputy Mayor Pärtel-Peeter Pere. "On behalf of the Tallinn City Government, I would like to thank the U.S. Embassy for the fruitful cooperation," Pere added.

According to the Planning Act, the planning authority—in this case, the City of Tallinn—may enter into an administrative agreement with an interested party, which in this case is the United States, under which the interested party assumes the obligation to cover the costs related to infrastructure required by the detailed plan. The City of Tallinn will manage the design and construction of Väike-Ameerika Street, and the United States has committed to co-financing the design and reconstruction works. The parties have agreed that the co-financing amount will be €1,200,000.

The infrastructure construction and funding agreement will be signed by the Tallinn Urban Environment and Public Works Department, following approval by the City Government. The draft agreement has already been coordinated with authorized representatives of the United States.
