According to the Law Enforcement Act, power of authorisation for permits for producing excessive noise and light effects as well as pollution is held by:

• Tallinn Urban Environment and Public Work Department for construction, repair and excavation works on main roads, access roads and buildings located thereon; cleaning of main roads, connecting roads, footpaths and bicycle paths as well buildings located thereon;
• district governments for cleaning relevant access roads and buildings thereon that are located in the administrative territory of the district; construction, repair and cleaning works (including excavation work) conducted on private property, excluding streets maintained by Tallinn Urban Environment and Public Work Department; film and video shoots and possible noise and light effects pertaining thereto;
• Tallinn Transport Department for installation and maintenance of road markings and traffic control devices.
